April 20, 2011
Chairman Ottenheimer called the meeting to order at 7:30 p.m. in the Village Council Chambers,
Buffalo Grove Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Weinstein, seconded by Commissioner Myer to approve the regular
meeting minutes of April 6, 2011. The motion passed unanimously with Commissioner Bocek
abstaining.

PLAZA VERDE EAST SHOPPING CENTER—AMENDMENT OF PLANNED UNIT
DEVELOPMENT AND SITE PLAN AND APPEARANCE REVIEW CONCERNING NEW
BUILDING AT 1205 DUNDEE ROAD IN THE B-3 PLANNED BUSINESS CENTER
DISTRICT—WORKSHOP 92
Mr. Freedman stated that his law firm is representing Aetna Development, the owner of the
property and developer of the proposed building. He noted that Noodles & Company is in
negotiations with Aetna concerning occupancy of one of the spaces in the building.
Mr. David Mangurten said that since the April 6 workshop with the Plan Commission he met
with Village staff to discuss the building appearance and site planning issues that were noted by
the Commission. He said that the issues relate to several areas: the site plan, the landscape plan
and the building elevations. Concerning the site plan, he noted that two accessible parking
spaces have been added along the south side of the building. The fence enclosing the patio area
has been moved away from the north wall and entrances to the building. A sprinkler room for the
fire protection system has been added to the building, with access at the south wall.
Mr. Mangurten presented the landscape plan, noting that it was prepared by David R. McCallum
Associates. He said that 5 existing trees will be saved, but a large Yew shrub at the southeast
corner of the existing building will have to be removed. He reviewed the details of the
foundation plantings and other features of the landscape plan.
Mr. Mangurten explained that the building elevations submitted for discussion have two basic
designs: stepped and arched. The stepped elevation proposes that the center space of the building
will be higher than the left and right side spaces. This design is his preference. The other design
proposes an arch element on the roof of the building.
Mr. Mangurten noted that proposed materials include five types of masonry, including brick as
the primary material for the exterior walls. Masonry sign bands and medallions will be used to
enhance the overall appearance. He said that the metal arches on the sides of the building are
another architectural element used to enhance the appearance. He pointed out that recesses on
the vertical piers have also been added since the previous workshop.
Mr. Mangurten presented elevations of the south and west walls depicting the modifications that
Noodles & Company is requesting. The door and window on the south wall would be "flipped"
from the east side of the tenant space to the west side. A door would be added to the west
elevation.
Mr. Mangurten presented a section view of the building to illustrate that the roof top mechanical
equipment would be effectively screened from view from the adjacent streets and properties.
Commissioner Bocek inquired why two ground signs are necessary since signs are also proposed
for the south wall of the building.
Mr. Mangurten said the ground sign along Arlington Heights Road is needed for northbound
motorists to see the names of the tenants. He noted that variations of the Village Sign Code are
needed to allow the second ground sign and the signs on the south wall.
Commissioner Bocek asked what type of glass would be used for the windows and doors on the
building. She noted that the glass should be uniform among the tenants.
Mr. Mangurten indicated that the type glass has not been decided, but he understands the point
concerning uniformity of appearance.
Commissioner Bocek asked where customers would enter the Noodles & Company space.
Mr. Mangurten replied that the three doors on the north, west and south could all be used by
customers.
Commissioner Bocek inquired about truck deliveries to the tenants, and she noted concern about
conflicts with parked cars and pedestrians.
Mr. Mangurten said that deliveries would be at the south doors for the tenants. He noted that it is
not unusual for large trucks to serve these types of tenant spaces through a customer door. The
deliveries are timed to minimize conflicts with customer access.
Commissioner Bocek indicated that she strongly prefers the elevations presented on Sheets 3 and
4 depicting a stepped element for the center portion of the building. She noted that this design is
more integral to the building than the other elevation with the arched element on the roof. She
noted that many tenants want a minimum width of 25 feet for their space, and she expressed
concern that the proposed spaces may undersized.
Mr. Mangurten commented that based on his experience he is confident that the spaces as
designed will be usable by a variety of tenants.
Commissioner Myer said that she also prefers the stepped elevation shown on Sheet 3. She
inquired if bicycle racks will be provided.
Mr. Mangurten said that a bicycle rack can be provided on the west side of the patio area near
the front entrances to the building.
Trustee Sussman said that she does not like the proposed elevations for the building. She
commented that the building is square and ugly.
Trustee Glover concurred with Ms. Sussman.
Chairman Ottenheimer asked if there were any other comments or questions. There being not
other comments, he called for a motion.
Commissioner Weinstein made a motion to recommend approval of the amendment of the
Planned Unit Development for construction of the proposed building pursuant to the site plan
dated April 13, 2011, the landscape plan dated April 13, 2011 and the building elevations
depicted on Sheet 3 dated April 13, 2011 and Sheet 4 dated April 19, 2011 including the
modifications of the doors proposed for the Noodles and Company space. The glass for doors
and windows in the building shall be consistent among the tenants to achieve an attractive and
uniform appearance. Commissioner Myer seconded the motion.
Chairman Ottenheimer called for the vote on the motion, and the vote was as follows:
AYES: Bocek, Khan, Cohn, Myer, Weinstein, Ottenheimer
NAYS: None
ABSENT: Stark
ABSTAIN: None
The motion passed 6 to 0.

is scheduled for May 4.
