Tuesday, January 8, 2002
The meeting was called to order at 7:30 pm in Police Headquarters. Present at the meeting
were Chairman Walser, Commissioners Jackson and Karge. Also present for the meeting were
Police Chief McCann, Fire Chief Allenspach, Deputy Police Chief Balinski, Deputy Fire Chief
Sashko and Village Liaison Malinowski.
A motion to approve the minutes of the December 4, 2001 meeting was made by Commissioner
Karge and seconded by Commissioner Jackson. Motion approved as corrected to reflect a roll
call vote was taken in making conditional offers of employment to Thomas Steinke and Julie
Russell for the position of police officer.
With 2 Ayes, 0 Nays and 1 Abstention (by Commissioner Jackson) the motion carried.
Chairman's Report:
Mr. Walser reported that the fire department preliminary list has been completed.
Mr. Walser informed all present he sought legal opinion regarding promotional exams while a
candidate is on a leave of absence. There was no precedent noted and two differing points of
view on requirement to allow a candidate to test.
Commissioner's Reports:
None
Old Business:
Approval for changes to Page 4, Section XIII of the "Protocol and Procedures"guidelines for
promotional examinations was discussed to be put to a vote. This will be tabled until February
Regular Meeting.
Approval for changes to Page 5, Section XV of the "Protocol and Procedures"guidelines for
promotional examinations was discussed to be put to a vote. This will be tabled until February
Regular Meeting.
Mr. Malinowski reported that in researching the promotional exam issue with other law
enforcement agencies he found no real solution.
New Business:
A schedule is being drafted for the testing cycle for fire department recruits.
A proposal was offered by Fire Chief Allenspach to forgo the orientation portion of the
examination cycle.
A proposal was offered by Police Chief McCann to combine the orientation and written exam for
the same day.
Both proposals were tabled for further review until the February Regular Meeting.
Chief Allenspach informed the board that a request to post the PPR range of scores, form the
most recent lieutenant's examination was requested.
The request was tabled for further review until the February Regular Meeting.
The Board of Fire and Police Commissioners adjourned their monthly meeting at
8:20 p.m.
