2002-05-07 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 05/07/2002 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE BOARD OF FIRE AND POLICE COMMISSIONERS Regular Meeting May 7, 2002 The May 2002 meeting of the Village of Buffalo Grove Board of Fire and Police Commissioners was called to order at 7:30 p.m. at Police Headquarters. Present at the meeting were Chairman Walser and Commissioners Anderson,Jackson, Karge and Rubin. Also in attendance were Police Chief McCann, Fire Chief Sashko and Village Liaison Art Malinowski. A motion was made by Commissioner Jackson to approve the minutes of the April 2, 2002 meeting. The motion was seconded by Commissioner Karge, and approved with 5 ayes and 0 nays. Chairman's Report Chairman Walser reported that Deputy Fire Chief Tim Sashko was sworn in on May 6, 2002, as the new Fire Chief. The swearing in ceremony took place in Village Hall. Commissioner's Reports None Old Business None New Business A discussion regarding the police sergeant promotional process schedule took place. Orientation was scheduled for October 1, 2002 at 7:00 p.m. The written examination was scheduled for October 5, 2002. The oral interview process was scheduled for November 16, 2002 and November 17, 2002. A motion was made by Commissioner Anderson to approve the promotional process schedule. Commissioner Karge seconded the motion. The motion carried with 5 ayes and 0 nays. A discussion regarding the prerequisites for firefighter/paramedic candidates took place. Consideration is being given to requiring the applicants for the position of firefighter/paramedic have their paramedic certification at the time of offer versus the time of orientation/application submittal. The issue was tabled pending further discussion at subsequent meetings. Fire Chief Sashko requested that Firefighters William Wagner and Douglas Postma be promoted to the rank of Lieutenant. Firefighter Postma's promotion would be contingent on approval by the Village Manager. The Chairman advised Chief Sashko that the Board would consider the matter in Executive Session. Executive Session A motion was made by Commissioner Rubin to go into Executive Session for discussion on personnel. Commissioner Karge seconded the motion. The Board of Fire and Police Commissioners went into Executive Session at 8:10 p.m. The Board of Fire and Police Commissioners came out of Executive Session at 8:43 p.m. Open Session New Business Continued A motion was made by Commissioner Jackson and seconded by Commissioner Rubin to allow Firefighter/Paramedic applicant David Bond to continue in the testing process due to receiving his paramedic certification the same day, though after the orientation process was completed. David Bond will be permitted to continue with the testing process. A motion was made by Commissioner Rubin and seconded by Commissioner Anderson to promote Firefighter/Paramedic William Wagner to the rank of Lieutenant. A motion was made by Commissioner Rubin and seconded by Commissioner Anderson to promote Firefighter/Paramedic Douglas Postma to the rank of Lieutenant. The approval for promotion is contingent on the approval of the Village Manager. A motion was made by Commissioner Rubin and seconded by Commissioner Anderson to promote Firefighter/Paramedic William Wagner to the rank of Lieutenant. Commissioner Anderson, Nay; Commissioner Jackson, Nay; Commissioner Karge, Nay; Commissioner Rubin, Nay; Chairman Walser, Nay. The motion did not carry with 5 nays and 0 ayes. Eric Pate will not be offered the position. A motion was made by Commissioner Rubin and seconded by Commissioner Anderson to make a conditional offer of employment for the position of firefighter/paramedic to Barry Edgar. Commissioner Anderson, Nay; Commissioner Jackson, Nay; Commissioner Karge, Nay; Commissioner Rubin, Nay; Chairman Walser, Nay. The motion did not carry with 5 nays and 0 ayes. Barry Edgar will not be offered the position. A motion was made by Commissioner Rubin and seconded by Commissioner Anderson to make a conditional offer of employment for the position of firefighter/paramedic to Shawn Collins.
