Board of Fire and Police Commissioners
Minutes of the Regular Meeting of Tuesday, October 1, 2002
1. CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Jackson at
the Village of Buffalo Grove Police Headquarters Building. Secretary Rubin called the roll. Secretary Rubin noted
for the record that a quorum of the Commissioners were present at the meeting. The Commissioners present
were Chairman Jackson, Commissioner Anderson, Commissioner Karge, and Commissioner Rubin. No
Commissioners were absent. Also in attendance at the meeting were Police Chief McCann, Deputy Police Chief
Balinski, Fire Chief Sashko, and Village Staff Liaison Malinowski. Also in attendance were 16 police officers who
were candidates for Sergeant.
2. SPECIAL BUSINESS - POLICE SERGEANT ORIENTATION: The Chairman and the Chief of Police
reviewed the Police Sergeant promotional process and schedule. Questions were asked by the candidates
present and answered by the Chairman and the Chief. At 7:40 p.m., The Chairman announced that the Board
would recess for 10 minutes and would reconvene at 7:50 p.m. in the Chiefs Conference Room.
3. APPROVAL OF MINUTES OF THE REGULAR MEETING OF SEPTEMBER 3, 2002: At 7:50 p.m. Chairman
call ed the meeting of the Board back to order. All Commissioners were present as well as Police Chief McCann,
Deputy Police Chief Balinski, Fire Chief Sashko, and Village Staff Liaison Malinowski. A motion was made by
Commissioner Karge, seconded by Commissioner Rubin to accept the minutes of the September 3, 2002
meeting subject to corrections. No corrections were noted. The question was called and all Commissioners voted
in favor of the motion.
4. CHAIRMAN'S REPORT: The Chairman discussed the status of an appointment of a Commissioner to fill the
vacancy on the Board of Fire and Police Commissioners. Interviews will take place later in the week. The entry
Police Officer Eligibility Register has been exhausted. Discussion took place on beginning earlier than planned a
new hiring process/cycle. Discussion was held on Federal grants for additional Police Officer hiring. The
situation is not having an impact on overtime for the Police Department. Discussion was held on the possibility of
"lateral hires". The Chief was receptive to exploring that possibility. Direction was given to staff to have a
proposal ready for the November Board meeting. The Fire Chief asked that"lateral hires" also be explored for the
Fire Department.
5. COMMISSIONERS' REPORT: None.
6. OLD BUSINESS: POLICE OFFICER ELIGIBILITY REGISTER: The Police Officer Register will be declared
exhausted at the November Board Meeting. Vacancies exist at this time. Updated Department Rules and
Regulations were distributed.
7. NEW BUSINESS: STATUS OF POLICE OFFICER ELIGIBILITY REGISTER: Discussed under the
Chairman's Report.
8. EXECUTIVE SESSION: A motion was made by Commissioner Karge to go into Executive Session for
purposes of Personnel. The motion was seconded by Commissioner Rubin. Secretary Rubin called the role.
Chairman Jackson and Commissioners Anderson, Karge and Rubin voted in favor of the motion. The motion
passed. The Commission entered Executive Session at 8:16 p.m. The Commission returned to the Regular
Meeting at 8:29 p.m.
9. ADDITIONAL NEW BUSINESS: A Motion was made by Commissioner Karge, seconded by Commissioner
Anderson to extend a Conditional Offer of Employment as a Police Officer to Marjorie Kulp. Secretary Rubin
called the role. Chairman Jackson and Commissioners Anderson, Karge and Rubin did not vote in favor of the
motion. The motion did not pass.
10. ADJOURNMENT: Motion was made Commissioner Rubin, seconded by Commissioner Karge to adjourn
the meeting at 8:30 p.m.. Secretary Rubin called the role. Chairman Jackson and Commissioners Anderson,
Karge and Rubin voted in favor of the motion. The motion passed.
