Board of Fire and Police Commissioners
Minutes of the Regular Meeting of Tuesday, December 3, 2002
Call to Order and Roll Call:
The meeting was called to order at 7.30 p.m. by Chairman Jackson at the Village of Buffalo
Grove Police Headquarters Building. Secretary Rubin called the roll. Secretary Rubin noted
for the record that a quorum of the Commissioners were present at the meeting. The
Commissioners present were Chairman Jackson, Commissioner Anderson, Commissioner
Karge, Commissioner Rubin, and Commissioner Lane. Also in attendance at the meeting
were Police Deputy Police Chief Balinski, Fire Chief Sashko, and Village Staff Liaison
Malinowski.
Approval of Minutes of the Meeting of November 12, 2002:
A motion was made by Commissioner Karge, seconded by Commissioner Rubin to accept the
minutes of the Meeting of November 12, 2002 subject to corrections The question was called
and all Commissioners present voted in favor of the motion.
Approval of Minutes of the Meeting of November 16, 2002:
A motion was made by Commissioner Karge, seconded by Commissioner Anderson to accept
the minutes of the Meeting of November 16, 2002 subject to corrections. A correction was
noted that Commissioner Anderson was in fact present. The question was called and all
Commissioners present voted in favor of the motion.
Approval of Minutes of the Meeting of November 21, 2002:
A motion was made by Commissioner Lane, seconded by Commissioner Karge to accept the
minutes of the Meeting of November 21, 2002 subject to corrections The question was called
and all Commissioners present voted in favor of the motion.
Chairman's Report:
The Chairman noted that the polygraph for Firefighter candidate DeCarlo had been circulated
and that the psychological examination and medical examination would follow shortly. The
Chairman also noted that Police Deputy Chief Lippert retires effective 1/5/03. It was noted that
he will be deeply missed.
Commissioner's Reports:
None.
Old Business:
Discussion took place regarding the Lateral Entry proposal of the Police Department. There
was a review of the material previously distributed. A formal proposal by the Police
Department shall be made to the commission in January, with the possibility of the proposal
being placed on the Village Board's agenda in February of next year. Discussion took place
regarding the necessity to change the Police officer testing dates, the testing cycle, itself, and
the location for the Police Officer Agility testing. The matter was tabled until the January, 2003
Regular Board Meeting.
New Business:
Discussion on the effective date and expiration date of the 2003 Police Officer Eligible Register
was likewise tabled until the January, 2003 Meeting. The proposed changes to the Fire
Lieutenant Promotional Process... to include Tactical Assessment by Independent group was
tabled until the January Regular Board Meeting.
Executive Session:
A motion was made by Commissioner Karge to go into Executive Session for purposes of
Personnel. The motion was seconded by Commissioner Rubin. Secretary Rubin called the
role. Chairman Jackson and Commissioners Anderson, Karge, Lane and Rubin voted in favor
of the motion. The motion passed. The Commission entered Executive Session at 8.14 p.m.
The Commission returned to the Regular Meeting at 8.24 p.m.
Additional New Business:
None.
Adjournment:
Motion was made Commissioner Rubin, seconded by Commissioner Karge to adjourn the
meeting at 8.25 p.m.. Secretary Rubin called the role. Chairman Jackson and Commissioners
Anderson, Karge, Lane and Rubin voted in favor of the motion. The motion passed.
