2004-09-07 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 09/07/2004 Type of Meeting: ❑ Regular Meeting Village of Buffalo Grove Board of Fire and Police Commissioners Minutes of the Regular Meeting on Tuesday, September 7, 2004 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Secretary Lane at the Village of Buffalo Grove Police Headquarters Building. Secretary Lane called roll. Secretary Lane noted for the record that a quorum of the commissioners were present at the meeting. The commissioners present were and Commissioner Anderson and Commissioner Lane. Also in attendance at the meeting were Police Chief Balinski, Deputy Chief Pearson, and Village Staff Liaison Art Malinowski. Chairman Jackson could not make it to the meeting, so Secretary Lane will run the Meeting. APPROVAL OF MINUTES: Commissioner Karge made the motion to approve the minutes of June 1, 2004 and seconded by Commissioner Rubin. The commissioners unanimously voted Aye, motion carried. Commissioner Anderson made the motion to approve the minutes of August 3, 2004 and seconded by Commissioner Karge. The commissioners unanimously voted Aye, motion carried. Commissioner Anderson made the motion to approve the minutes of Special Meeting on August 26 2004 and seconded by Commissioner Karge. The commissioners unanimously voted Aye, motion carried. CHAIRMAN'S REPORT: None COMMISSIONERS' REPORT: Commissioner Anderson said that a process should be in place when the Chairman is absent. Commissioner Rubin wants clarification of the percentage of the written & oral exam. He would also like chapter 1.03 simpler to read. OLD BUSINESS: Commissioner Anderson made the motion and it was seconded by Commissioner Rubin to approve the revision to the rules and regulations adding the tactical component tot the Fire Lieutenant testing process that was discussed at the special meeting on August 26 2004. The commissioners unanimously voted Aye, motion carried. NEW BUSINESS: Commissioner Anderson made the motion to table the discussion pertaining to the age requirement for the police officer candidates until the October meeting. Commissioner Karge seconded it. The commissioners unanimously voted Aye, motion carried. Discussion of the content of the Fire Lieutenant orientation. Chairman Jackson will set a time for the 9/22 orientation. Deputy Chief Pearson - PPR's can be effective because of the shift changes in the last 8 months. Consensus is to keep the Rules and Regulations as is, as it' relates to testing cycle. Staff liaison Malinowski - College points is included in the scores as the 100 point total. ASS = 2 1/2 pts. BA= 5pts. PPR's regarding military points should be clarified. Chief Balinski - Officers will form a committee to streamline the process for Police officer candidates and will bring it to the Board this year. 2 officers and back to full duty. One officer that was injured from an altercation during BG days is on light duty. Stacy Kupsak had a baby girl. ADJOURNMENT: At 8:16 Commissioner Anderson made a motion to adjourn.
