2004-10-05 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 10/05/2004 Type of Meeting: ❑ Regular Meeting Village of Buffalo Grove Board of Fire and Police Commissioners Minutes of the Regular Meeting on Tuesday, October 5, 2004 CALL TO ORDER and ROLL CALL: Called to order by Chairman at 7:04 p.m. in the Fire Department's Training Room on Deerfield Parkway. Present were Commissioners Jackson, Anderson, Karge and Rubin. Commissioner Lane was absent. Also present were Fire Chief Sashko, Police Chief Balinski, and Village Liaison Art Malinowski. Firefighters were present in the room for purposes of orientation for the Lieutenant Promotion Process. SPECIAL BUSINESS: Chairman Jackson explained to all present, step by step the process including time lines for the Fire Lieutenant's Testing Cycle. Questions by candidates were answered by Chairman Jackson and Chief Sashko. At 7:29 p.m. all firefighters present for orientation excused themselves. APPROVAL OF MINUTES: At 7:30 p.m. Chairman Jackson asked that approval of minutes be tabled since they were not received from the Secretary. Motion by Commissioner Karge, Seconded by Commissioner Anderson. All voted to table the minutes. CHAIRMAN'S REPORT: Police Officer Candidate Donald Cummings Declined and Police Officer Candidates Kristan Welton, Matthew Jones, Melissa Horbus and Jesse Kulla "passed"; two new backgrounds for Wang and Paszek will be distributed to the Commissioners shortly; Firefighter David Mahan will miss the written test for Lieutenant due to his honeymoon. He intends on participating in the remainder of the process. He understands that he will receive a zero score for the written exam portion; a review of the impact of HB 4247 on the Open Meetings Act and the Commission took place. COMMISSIONERS' REPORT: None OLD BUSINESS: Age Requirement for Police Officer. Chief Balinski distributed information for the Commissioners' consideration and future discussion. It was also agreed that the issue of Lateral Transfers would at the same time be revisited. NEW BUSINESS: Motion by Commissioner Karge, Seconded by Commissioner Anderson to approve the seniority points claimed, as presented and amended by Chief Sashko. Motioned passed unanimously; Discussed the number of times that a candidate can claim military preference points - consensus was that no change to current rule was appropriate; Discussion on Enhancements to the Police Officer recruitment and testing process was deferred to the next meeting; Discussion on the possible appointment of a Vice Chairman of the Commission was also deferred to the next meeting... however the Chairman stated that upon review, there is no requirement for such an appointment; There was a consensus that after the current testing cycle that a complete and in depth review of the BFPC Rules and Regulations should be undertaken; A discussion took place in regards to the State Association of Fire and Police Commissioners Seminar October 29.30 and 31. Since it is local, All Commissioners who are able to attend are urged to do so and it appears that the Village will pay the registration fees and related expenses; A discussion took place that candidates for Fire Lieutenant and grieve each portion of the process; a discussion took place on the Chief being present as an observer at oral interviews for Lieutenants. It was the consensus that his presence was appropriate and welcome. EXECUTIVE SESSION: 8:29 p.m. Motion by Commissioner Karge, Seconded by Commissioner Anderson to go into Executive Session. NEW BUSINESS — CONTINUED: 8:32 p.m. Returned to Public Session. 8:33 p.m. Motion by Commissioner Karge, Seconded by Commissioner Anderson to make a Conditional Offer of employment to Aaron Shipley for Police Officer. All Commissioners present voted no. ADJOURNMENT: 8:34 p.m. Motion by Commissioner Karge, Seconded by Commissioner Anderson to adjourn. All Commissioners present voted yes.
