2004-11-09 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 11/09/2004 Type of Meeting: ❑ Special Meeting Village of Buffalo Grove Board of Fire and Police Commissioners Minutes of the Special Meeting on Tuesday, November 9, 2004 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:28PM by Chairman Jackson at the Village of Buffalo Grove Police Headquarters Building. Secretary Lane called roll. The commissioners present were Chairman Jackson, Commissioner Rubin, Commissioner Karge, Commissioner Anderson and Commissioner Lane. Secretary Lane noted for the record that a quorum of the commissioners were present at the meeting. Also in attendance at the meeting were Police Chief Balinski, Fire Chief Sashko, and Village Staff Liaison Art Malinowski. APPROVAL OF MINUTES OF THE MEETING OF Commissioner Anderson made the motion to approve the minutes of October 5, 2004 and seconded by Commissioner Karge. The commissioners unanimously voted Aye, motion carried. Commissioner Anderson made the motion to approve the minutes of September 7, 2004 and seconded by Commissioner Rubin. The minutes were amended to include Commissioner Rubin and Commissioner Karge in attendance. A unanimous vote to adjourn the meeting will be added. The commissioners unanimously voted Aye, with the corrections. The motion carried. CHAIRMAN'S REPORT: The chairman was pleased with the tactical portion of the Lieutenant Promotional Process. Commissioner Rubin also said the tactical was very consistence and the Board should look into how they discussed after every candidate. Because of Firefighters Two Bull and Anderson, changes need to be made to Sec. 41.02. Commissioner Anderson made a motion and was seconded to send a letter to Village Manager Balling, because of the mistake that was made three years ago. COMMISSIONERS' REPORT: Commissioner Anderson said we should check the regulations about the Chairman to select a chairman and secretary for the year. Appointing a Vice-Chairman will be tabled until after the present Chairman steps down at the end of his term. Commissioner Lane would like to thank Deputy Chief Wagner for sending a police officer to the Wheeling vs. Buffalo Grove football game. OLD BUSINESS: A. The scores will be turned over to Art Malinowski. The Tactical, Oral, PPRs along with the merit points will be posted before they are written in individual letters. Census panels will be turned into Art Malinowski. He will keep the backups and the tabulations will be given to the Board. Commissioner Anderson suggested that the Age requirement for Police Officer candidates be reviewed at the end of the testing cycle. NEW BUSINESS: Chief Balinski will check with other consortiums that administers their physical and written exams on the same day. Beth Martin recognized for 20 years of service. Officers Stacy Kupsak and Chris Senese are back to full duty. Andrea Bonaroti is not interested in continuing on our list. EXECUTIVE SESSION: 8:23PM motion by Commissioner Karge and seconded by Commissioner Anderson to go into Executive Session. NEW BUSINESS Cont.: 8:37PM returned to public secession. Motion made by Commissioner Anderson and seconded by Commissioner Rubin to make a conditional offer of employment to the Police Department to Eric Wang. All Commissioners voted yes.
