Board of Fire and Police Commissioners
Minutes of the Regular Meeting on Tuesday, December 7, 2004
CALL TO ORDER and ROLL CALL: Chairman Jackson at the Village of Buffalo Grove Police
Headquarters Building called the meeting to order at 7:30PM. Secretary Lane called roll. The
commissioners present were Chairman Jackson, Commissioner Rubin, Commissioner Karge,
Commissioner Anderson and Commissioner Lane. Secretary Lane noted for the record that a quorum of
the commissioners were present at the meeting. Also in attendance at the meeting were Police Chief
Balinski, Deputy Chief Pearson, and Village Staff Liaison Art Malinowski.
APPROVAL OF MINUTES: Commissioner Rubin made the motion to approve the minutes of November
9, 2004 and seconded by Commissioner Karge. The minutes were amended to include the correct the
name of Two Bulls, with the corrections. The commissioners unanimously voted Aye, motion carried.
CHAIRMAN'S REPORT: Attorney Broyer has said we can extend the Lieutenants promotional list until
August 3, 2006 and to take the promotional process out of the collective bargaining process.
COMMISSIONERS' REPORT: None
OLD BUSINESS:
A. 1. Changes to the weight of the components to the Fire Lieutenant Promotional Process:
Seniority 5 vs. 5, Merit 5 vs. 5, PPR 15 vs. 20, Oral 25 vs. 25, Written 25 vs. 25, Tactical 25 vs. 20
*Other option is to take 5 pts from PPR and add to Tact.
A. 2. Discipline: They want an opportunity to go to arbitration or the Board if they get < 24 hours or
accumulate over 12 months of suspension.
*Other option is we walk away from Discipline
B. We will table the discussion pertaining to the Age Requirement for the Police Officer candidates until
February meeting.
C. There was a consensus by the commissioners that we will hold same day testing for the Written and
Physical.
D. The Village President has the power to elect the Vice Chair.
NEW BUSINESS: None
EXECUTIVE SESSION: 8:23PM motion by Commissioner Anderson and seconded by
Commissioner Karge to go into Executive Session.
NEW BUSINESS Continued: 8:37PM returned to public secession. Motion made by Commissioner
Karge and seconded by Commissioner Rubin to table an offer of employment to the Police Department to
Eric Wang. All Commissioners voted yes.
ADJOURNMENT: At 8:40PM Commissioner Anderson made a motion to adjourn. Commissioner Karge
seconded it.
