Board of Fire and Police Commissioners
Minutes of Regular Meeting of August 2, 2005
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:31 pm by Chairman Jackson at the Village of
Buffalo Grove, Police Department Library. Secretary Loeb called the roll. Secretary
Loeb noted for the record that a quorum was present at the meeting. Present were
Chairman Jackson, Vice Chairman Viehman, Secretary Loeb and Commissioners
Anderson and Karge. Also in attendance were Police Chief Steve Balinski, Fire Chief
Tim Sashko and Village Director of Human Resources, Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Jackson stated that the minutes of the meeting of March 2, 2005 were
still unavailable. Commissioner Karge made a motion to approve the minutes of July
12, 2005, as amended, which was seconded by Commissioner Viehman. All
Commissioners voted in favor of the motion.
CHAIRMAN'S REPORT:
Chairman Jackson reported that legislation is pending in Springfield to permit only
elected officials and sworn officers to carry badges in the State of Illinois. This
legislation is backed by the Illinois Association of Chiefs of Police.
COMMISSIONER'S REPORT:
Commissioner Karge reported that he and his wife were selected as Grand Marshalls
for the annual Buffalo Grove Days Labor Day parade. Commissioner Karge was
congratulated by all present for long and dedicated service to the community of Buffalo
Grove. Commissioner Anderson congratulated Chief Balinski and the Buffalo Grove
Police Department on the rapid and successful adjudication of the recent double
murder/arson in the Village.
OLD BUSINESS:
A. Update on the 2005 Police Officer recruit testing process:
The draft list — before the addition of preference points — was made available to
the members of the BFPC. Calculation errors in the list distributed via email
were corrected. Preference points must be claimed by close of business on
Thursday, August 4 to be incorporated into the final list. The final list will be
posted and mailed to candidates on Friday, August 5.
B. Update on the 2005 Police Sergeant promotional process and timeline:
The promotional process remains on schedule.
C. Update on Fire Department Collective Bargaining
Chief Sashko reported that the contract will be on the agenda for the August 15
Village Board meeting. Chief Sashko also indicated that he anticipated that
the Lieutenant promotional process may need to be accelerated, pending
approval of the contract by the Board. Chairman Jackson suggested that the
BFPC will likely require outside Counsel to render a legal opinion before the
process is put into place. Such opinion will be sought following final approval
of the fire department contract by the Village Board.
NEW BUSINESS:
A. Chief Balinski reported that the Police Department will seek to hire 3 Officers
immediately from the new list. Background checks are underway and it is likely that
materials will be provided to the BFPC by the September meeting in order to permit
attendance by those hired at the October Police Academy.
B. A short discussion ensued about a letter Chairman Jackson received from one of
the police candidates requesting educational preference points for college attendance.
Since the Village of Buffalo Grove is a home-rule community, there is no requirement for
the BFPC to accede to this request and the request was denied.
C. BFPC Commissioners had a discussion about the need for reexamining the rules
and regulations of the BFPC. It was decided to use a dedicated hour at the end of the
next regular meeting of September 6 to flag issues that require further discussion and
then have a special meeting, possibly on September 10, to adjudicate any necessary
modifications to the rules and regulations. All Commissioners agreed with this strategy.
ADJOURNMENT: Motion was made by Commissioner Viehman and seconded by
Commissioner Loeb to adjourn the regular meeting. All Commissioners present voted
in favor of the motion. The regular meeting was adjourned at 8:01 pm.
