2005-12-06 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 12/06/2005 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting of December 6, 2005 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30pm by Chairman Jackson at the Village of Buffalo Grove, Police Department Library. Secretary Loeb called the roll. Secretary Loeb noted for the record that a quorum was present at the meeting. Present were Commissioners Jackson, Viehman, Loeb, Anderson and Karge. Also in attendance were Police Chief Steve Balinski and Fire Chief Tim Sashko. APPROVAL OF MINUTES: Commissioner Karge made a motion to approve the agenda of the Regular Meeting of March 1, 2005, which was seconded by Commissioner Viehman. Commissioners Karge, Anderson and Jackson voted in favor of the motion and Commissioners Loeb and Viehman abstained. A motion to approve the minutes of the Regular Meeting of November 8, 2005 was made by Commissioner Veihman and seconded by Commissioner Karge. All Commissioners voted in favor of the motion. CHAIRMAN'S REPORT: Commissioner Jackson noted that Village President Hartstein has forwarded a memo to all commissioners requesting information respecting the desire to be reappointed to the BFPC or any other Committees or Boards. The due date for submission of the form is December 8, 2005. It is likely that new/reappointments will be made at the Village Board meeting on December 19, 2005. A special meeting of the BFPC will be held on December 28, 2005 at 7:30pm for the purpose of swearing in new police officers. COMMISSIONER'S REPORT: No issues were brought forward. OLD BUSINESS: A. Update on the 2005 Police Sergeant promotional process and timeline: A preliminary list will be posted on December 12, 2005. This list will contain seniority, written, and oral scores. Preference points can then be claimed. Posting of the final list is expected on December 23, 2005. B. Update on Police Officer hiring process: Further discussion will take place in Executive Session later in the meeting. C. Approval of the Fire Department Lieutenant promotional process and testing schedule: A motion was made by Commissioner Karge and seconded by Commissioner Loeb to accept the following key dates as part of the Fire Department Lieutenant Promotional schedule: orientation (February 7, 2006), oral (February 25, 2006), tactical (March 25, 2006), written (April 15, 2006). Other critical dates are contained within a handout provided by Chief Sashko and attached to these minutes. Since the Fire Department Lieutenant Promotional process is approximately 1 %2 years behind schedule, Chief Sashko noted that returning to the original promotional cycle would require consideration of an adjustment in the schedule. A decision is needed by the date of the February orientation and this issue will be added to the January 3, 2006 BFPC meeting agenda. D. Police Department lateral entry process: Discussion on this proposal, begun at the last BFPC meeting continued. A memo written by Chairman Jackson is attached to these minutes. A motion was made by Commissioner Loeb and seconded by Commissioner Karge to approve the proposal as presented. A roll call vote was taken. The following Commissioners voted "aye:" Jackson, Viehman, Anderson, Loeb, and Karge. Commissioner Jackson and Chief Balinski will present the proposal to the Village Board in January 2006. NEW BUSINESS: A. Chief Balinski reported that the Police Department was back to full strength with respect to several officers who were on light duty. Chief Balinski reported on the upcoming Make-An-Angel holiday party on December 16, 2005 and invited all Commissioners to adopt a child and attend the festivities. He also noted that the 18th Citizen's Police Academy class graduation class was being held concurrently with the BFPC meeting. B. Chief Sashko reported that 6 Buffalo Grove Fire Fighters were recently honored by the Village Board for volunteer service in the Gulf region following Hurricane Katrina (Brecht, Pound, Otto, Russell, Dinsmore and Olsen). He reported injuries to Lieutenant Cantwell and FF/PM Carroll. Chief Sashko also reported that the BGFD won the Golden Boot Award from the Muscular Dystrophy Association for monies raised during the Labor Day Jerry Lewis Telethon (#1 Fire Department in Illinois). ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Viehman and seconded by Commissioner Loeb to adjourn the open session and move to Executive Session at 7:58pm. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session began at 8:05pm. At 8:44pm a motion was made by Commissioner Viehman, seconded by Commissioner Anderson to return to open session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 8:45pm to consider making a final offer of employment to Police Candidate J. Verduczko. Voting was as follows: Candidate Verduzco: A motion was made by Commissioner Loeb, seconded by Commissioner Viehman to make a final offer of employment to candidate Verduzco. A role call vote was taken. The following Commissioners voted "aye:" Jackson, Viehman, Karge, Loeb and Viehman. Chairman Jackson will communicate the decision to Mr. Verduzco. Candidate Atto: Discussion on candidate Atto was tabled pending a discussion with Counsel. A Special Meeting of the BFPC will be held on December 26, 2006 at 7:30pm for the purposes of considering making a final offer of employment to one or more police candidates. ADJOURNMENT: A motion was made at 8:52pm by Commissioner Anderson, seconded by Commissioner Loeb to adjourn the meeting. All Commissioners present voted in favor of the motion.
