Board of Fire and Police Commissioners
Minutes of Regular Meeting of January 3, 2006
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30pm by Vice Chairman Viehman at the Village of Buffalo
Grove, Police Department Library. Secretary Loeb called the roll. Secretary Loeb noted for the
record that a quorum was present at the meeting. Present were Commissioners Viehman, Karge,
and Loeb. Also in attendance were Police Chief Steve Balinski, Fire Chief Tim Sashko and
Village Liaison Malinowski.
APPROVAL OF MINUTES:
Commissioner Karge made a motion, seconded by Commissioner Loeb to approve the agenda of
the Regular Meeting of December 6, 2005 (as amended) and the Special Meeting of December
26, 2005. The motion was approved by a voice vote.
VICE CHAIRMAN'S REPORT:
Vice Commissioner Viehman noted that the BFPC will remain comprised of Commissioners
Viehman, Karge and Loeb until the Village Board appoints 2 new Commissioners at the January
16, 2006 meeting. It is expected that a Chair of the BFPC will also be appointed on January 16,
2006. Retired Commissioners Jackson and Anderson will be formally recognized at the January
16, 2006 Village Board meeting. Commissioners were invited to attend.
COMMISSIONER'S REPORT:
Commissioner Karge asked several questions respecting section 7 of the revised BFPC Rules and
Regulations and made suggestions for changes. Mr. Malinowski will consider these
modifications before the final draft is moved forward.
OLD BUSINESS:
A. Update on the 2005 Police Sergeant promotional process and timeline:
Officer Tim Gretz was promoted to Sergeant immediately prior to this meeting. The final
Sergeant's list has 19 eligible Officers. Chief Balinski reported that he expects one
additional appointment in 2006 and possibly one in 2007.
B. Update on Police Officer hiring process:
Two new Officers were sworn on December 28 (Verduczo and Hill). Both have passed
the power test and will start the Police Academy on January 2, 2006. Officer
Shipman has completed the Academy and is working full time (also reported that
Officer Shipman placed as the top recruit in his class at the Academy). Background
interviews are being conducted for the next 3 Police Officer candidates. The process
is currently focusing on those candidates "passing" on their first opportunity for
conditional appointments.
C. Approval to changes to the Rules and Regulations:
There was discussion pertinent to several grammatical/typographical errors in the
draft. Specifically, in the discussion of Chapter VI, section 2.01, the importance of
objectivity vs. subjectivity was noted. Fire Chief Sashko will get a clean copy of the
Rules and Regulations to Mr. Malinowski for distribution to the BFPC and others.
Commissioner Loeb made a motion to approve the amended Rules and Regulations
that was seconded by Commissioner Karge. The final Rules and Regulations were
approved with a roll call vote. Commissioners Viehman, Karge and Loeb voted yes.
D. Discussion of the duration of the next Fire Lieutenant eligibility list:
Discussion ensued on the importance of returning to an aligned approach for the
promotional cycle for Fire Lieutenant. The current timeline was delayed by the
lengthy collective bargaining process. There was consensus that any changes need to
be made— and communicated—BEFORE the next promotional process begins. A
motion was made by Commissioner Loeb and seconded by Commissioner Karge to
reestablish (and realign)the Fire Lieutenant promotional process based on the
previously established duration. This will mean a shortened lifespan for the final list.
A roll call vote was taken. The following Commissioners voted"aye:" Viehman,
Loeb, and Karge. Chief Sashko reported that notice of the promotional process was
distributed to all eligible firefighters and it is likely that 27-28 will apply.
NEW BUSINESS:
A. Chief Balinski reported that Sergeant Clyburn retired effective 12/31/05, 1 officer has
an injury that will require light duty for 2-4 weeks, 1 officer is ill and the Police Department
continues to operate 3 staff short of full complement.
B. Chief Sashko reported that 2 firefighters remain off duty due to injuries and that 2
firefighters were recently seen for episodes of chest pain. Both have returned to duty.
C. The February 7 BFPC meeting will be held at the Fire Department Administrative
Headquarters (Station 26) at 7:30pm on February 7, 2006. BFPC members were requested to
arrive at 7:OOpm for a short premeeting.
ADJOURNMENT
A motion was made by Commissioner Loeb, seconded by Commissioner Karge to adjourn the
meeting at 8:43pm. All Commissioners present voted in favor of the motion.
