2006-02-07 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 02/07/2006 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting of February 7, 2006 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30pm by Chairman Viehman at the Village of Buffalo Grove, Fire Department Conference Room. Secretary Loeb called the roll. Secretary Loeb noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, and Commissioners Karge, Loeb, Dibbern and Lukatsky. Also in attendance were Police Chief Steve Balinski, Fire Chief Tim Sashko and Village Liaison Art Malinowski. APPROVAL OF MINUTES: Chairman Viehman offered a special welcome to 2 new Commissioners — Jane Dibbern and Harold (Sonny) Lukatsky. Commissioner Karge made a motion to approve the minutes of the BFPC Meeting of January 3, 2006, which was seconded by Commissioner Loeb. Commissioners Viehman, Karge, and Loeb voted in favor of the motion and Commissioners Dibbern and Lukatsky abstained. CHAIRMAN'S REPORT: Chairman Viehman expressed his appreciation for the opportunity to serve as Chairman of the Board of Fire and Police Commissioners. Chairman Viehman further noted: all Commissioners are invited to a special recognition ceremony for Village volunteers on 2/26/06; that a Unit Citation was awarded to the Police Department White Team; that the 4th quarter"Officer of the Quarter" was awarded to Tom Durkin; and on progress of the 2 Officers currently in the Police Academy. Chairman Viehman also reported that the Village Board had recognized former Commissioners Jackson and Anderson at the 1/16/06 Village Board meeting and that Chief Balinski had received a trophy for outstanding work on the Special Olympics. COMMISSIONER'S REPORT: No new items were brought forward. OLD BUSINESS: A. Update on the 2005 Police Officer hiring process: Chief Balinski reported that 2 Officers are in the Academy and are making acceptable progress; the Police Department is still seeking to fill 3 open Officer positions (next Academy begins the 2nd week in April). B. Revised Rules and Regulations of the BFPC: Official copies of the revised rules were signed by Chairman Viehman and Secretary Loeb. NEW BUSINESS: A. Distribution of Fire Lieutenant application packets: The application packets were distributed to candidates at an official Orientation session immediately preceding the BFPC meeting. Confirmation was noted for the oral interviews, scheduled for 2/25 from 7:25am—6:15pm. Scores will be posted by 3/12. It was decided that the oral interviews will NOT include a short essay question. Firefighter evaluations were distributed to each Commissioner and Chief Sashko noted the confidentiality required and asked that each Commissioner return the evaluations at the next meeting. B. Chief Balinski reported that the retirement party for Sergeant Clyburn would take place at the Arboretum Golf Club on 2/10/06. An update on personnel was shared with the Board. ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Karge and seconded by Commissioner Dibbern to adjourn the open session and move to Executive Session at8:08pm. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session began at 8:08pm and at 8:35pm a motion was made to return to open session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 8:37pm to consider making conditional offers of employment to 4 police candidates. Voting on the candidates was as follows: Candidate Gozdecki: A motion was made by Commissioner Loeb, seconded by Commissioner Karge to offer conditional employment to candidate Gozdecki. Commissioners Viehman, Loeb, Karge, Lukatsky and Dibber voted against the motion. No offer will be made. Candidate McGovern: A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern to offer conditional employment to candidate McGovern. Commissioners Viehman, Loeb, Karge, Lukatsky and Dibbern voted against the motion. No offer will be made. Candidate Acuna: A motion was made by Commissioner Dibbern, seconded by Commissioner Karge to offer conditional employment to candidate Acuna. Commissioners Viehman, Loeb, Karge, Lukatsky and Dibbern voted against the motion. No offer will be made. Candidate Turano: A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to offer conditional employment to candidate Turano. Commissioners Viehman, Loeb, Karge, Lukatsky and Dibbern voted in favor of the motion. Chairman Viehman will communicate a conditional offer of employment to Candidate Turano. ADJOURNMENT: A motion was made at 8:40pm by Commissioner Karge, seconded by Commissioner Lukatsky to adjourn the meeting. All Commissioners present voted in favor of the motion.
