2006-03-07 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 03/07/2006 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting of March 7, 2006 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30pm by Commissioner Karge (in the absence of Chairman Viehman) at the Village of Buffalo Grove, Police Department, Chiefs Conference Room. Secretary Loeb called the roll. Secretary Loeb noted for the record that a quorum was present at the meeting. Present were Commissioners Karge, Loeb, Dibbern and Lukatsky. Also in attendance were Police Chief Steve Balinski and Fire Chief Tim Sashko. APPROVAL OF MINUTES: Commissioner Dibbern made a motion to approve the minutes of the BFPC Meeting of February 7, 2006, which was seconded by Commissioner Lukatsky. Commissioners Karge, Loeb, Dibbern and Lukatsky voted in favor of the motion and the minutes were passed. CHAIRMAN'S REPORT: Commissioner Karge expressed congratulations to Officer Rich Hyland for his selection as Employee of the 4th Quarter 2005. In addition, congratulations were offered to Officers Bucalo and Gallagher, both of whom received letters of commendation. COMMISSIONER'S REPORT: No new items were brought forward. OLD BUSINESS: A. Update on the 2006 Police Officer hiring process: The BFPC will consider one candidate for a possible final offer of initial employment and 3 candidates for conditional offers of initial employment later in the current meeting. B. Update on the Fire Lieutenant Promotion Process: Oral interviews were conducted for 22 of 23 eligible Firefigher/Paramedics for the position of Lieutenant on February 25. Scores have been provided to Village Liaison Malinowski for posting. One Commissioner made a request of Chief Sashko to include pictures of candidates on future materials provided to the Board for review. Chief Sashko noted he would comply with the request. NEW BUSINESS: A. Firefighter/Paramedic orientation (for new candidates)will take place at Village Hall at 9am on April 22 and 7pm on April 26. Discussion ensued respecting combining the entry level testing (written exam and essential job function testing) on the same day. After discussion, Commissioners voted to offer both the written exam (at Buffalo Grove High School) and the Essential Job Function Testing (at CAFT site) on May 20, beginning at 9am. Oral examinations are scheduled to be conducted tentatively on June 3 and 4 with additional dates available of June 10 and 11, if needed. Final dates will be established at the April BFPC meeting. The preliminary list is to be posted by July 26, 2006. B. The Firefighter/Paramedic application packet was presented to, and approved by the BFPC (with a request to add page numbers to the documents). C. The list of ascertained merit for Fire Lieutenant candidates was presented to the BFPC. Commissioner Loeb moved to approve the list as provided to —and recommended by— Chairman Viehman; the motion was seconded by Commissioner Dibbern and voted affirmatively by all Commissioners present. D. The BFPC voted to approve the schedule for the March 25 Fire Lieutenant Tactical Examination as presented by Chief Sashko. E. Chief Sasko reported on personnel issues and expressed thanks for positive comments he had received about the Fire Lieutenant Oral Interviews. F. Chief Balinski engaged the Board in a discussion about possible electronic distribution of background materials for entry level police officer candidates. The Board was generally supportive but it was noted by several Board members, that they would prefer to keep receiving hard copy materials. The discussion will be continued at the next meeting. It was reported that, because of changes in policy relative to receipt of material from the LEADS database, only summary data could be provided to the Board in the future. Board members expressed that this would not be a problem. Chief Balinski reported on personnel issues and noted that Officer Durkin had received the Officer of the Year Award and that Officer Heidersheid had received a community service award. Two citizens will receive awards for assisting the Fire Department at the next Village Board meeting. ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Lukatsky and seconded by Commissioner Dibbern to adjourn the open session and move to Executive Session at 8:20pm. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session began at 8:21pm and at 8:33pm a motion was made to return to open session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 8:34pm to consider making a final offer of employment to 1 police candidate and conditional offers of employment to 3 additional police candidates. Voting on the candidates was as follows: Candidate Turano: A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern to make a final offer of employment to candidate Turano. Commssioners Loeb, Karge, Lukatsky and Dibbern voted in support of the motion. The information will be passed to Chairman Viehman who will contact the candidate and make the offer. Candidate Jenkins: A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to offer conditional employment to candidate Jenkins. Commissioners Loeb, Karge, Lukatsky and Dibbern voted against the motion. No offer will be made. Candidate Dimeler: A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to offer conditional employment to candidate Dimeler. Commissioners Loeb and Dibbern voted against the motion and Commissioners Karge and Lukatsky voted in favor of the motion. There being a tie vote, the candidate will be tabled until Commissioner Viehman returns. Candidate Pluviose: A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to offer conditional employment to candidate Pluviose. Commissioners Loeb, Karge, Lukatsky and Dibbern voted against the motion. No offer will be made. ADJOURNMENT: A motion was made at 8:40pm by Commissioner Lukatsky, seconded by Commissioner Loeb to adjourn the meeting. All Commissioners present voted in favor of the motion.
