Board of Fire and Police Commissioners
Minutes of Regular Meeting of April 4, 2006
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:31pm by Commissioner Viehman at the Village of Buffalo
Grove, Police Department, Chief s Conference Room. Secretary Loeb called the roll and noted
for the record that a quorum was present at the meeting. Present were Commissioners Viehman,
Karge, Loeb, Dibbern and Lukatsky. Also in attendance were Police Chief Steve Balinski and
Fire Chief Tim Sashko.
APPROVAL OF MINUTES:
Commissioner Dibbern made a motion to approve the minutes of the BFPC Meeting of March 7,
2006, which was seconded by Commissioner Lukatsky. Commissioners Karge, Loeb, Dibbern
and Lukatsky voted in favor of the motion and Commissioner Viehman abstained. The minutes
were passed.
CHAIRMAN'S REPORT:
Commissioner Viehman sent a letter of thanks to the assessment team that administered the Fire
Department Lieutenant Tactical Exam. It was noted that the Illinois Fire and Police
Commissioners Association meeting will take place on April 29-30, 2006 in Champaign/Urbana,
IL.
COMMISSIONER'S REPORT:
Commissioner Loeb reported that he will be out of the country and unable to attend the May
BFPC meeting.
OLD BUSINESS:
A. Update on the 2006 Police Officer hiring process: The BFPC will consider one candidate
for a conditional offer of employment in Executive Session. Background investigations are
underway for 2 pending candidates and 2 Officers have successfully completed the Academy and
are currently working full time shifts.
B. Update on the Fire Lieutenant Promotion Process: The tactical examination was
completed by 22 candidates. Commissioner Loeb moved, and Commissioner Karge seconded, a
motion to approve the scores as presented by the assessors. All Commissioners voted in favor of
the motion. All Commissioners expressed strong support for the integrity of the process and for
the quality of the assessors. Chief Sashko reported that he is looking at the possibility of funding
individual feedback meetings for those candidates requesting such a meeting. Several
Commissioners suggested that, in the future, an EMS component for the tactical examination
might be appropriate considering the plurality of EMS calls in the Village. It was also noted that
the Police Department is looking at the possibility of incorporating a tactical examination into
the process for Sergeant. The Fire Department Lieutenant written exam will take place on April
15 at the Police Department.
C. Update on Firefighter/Paramedic Recruitment Process: Ads for entry level
firefighter/paramedic positions have appeared in local newspapers. Orientation sessions will
take place on April 22 and 26, 2006 at Village Hall. The written and essential job function tests
will take place on May 20 at Buffalo Grove High School and the CAFT site, respectively.
Firefighter oral interviews are scheduled for the 1 st weekend in June. Commissioner Viehman
reported that he had received a letter from a candidate requesting clarification as to the upper
limit for age eligibility. There was a lengthy discussion respecting this issue and Commissioner
Viehman will seek the advice of counsel before responding to the candidate.
NEW BUSINESS:
A. Discussion of Firefighter Candidate Physical Ability Testing Certification: Chief Sashko
reported on options for future physical agility testing, including Village testing versus
outsourcing the function to the Northeastern Illinois Public Safety Training Academy.
Commissioners expressed skepticism about outsourcing this function and no final decisions were
made.
B. Commissioner Sashko reported that he has been selected as Illinois Fire Chief of the
Year. Congratulations were offered by all Commissioners to Chief Sashko.
C. Chief Balinski provided a personnel update to the Commission.
D. Chief Sashko provided a personnel update to the Commission.
ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Karge and
seconded by Commissioner Lukatsky to adjourn the open session and move to Executive Session
at 8:42pm. All Commissioners present voted in favor of the motion.
EXECUTIVE SESSION: The executive session began at 8:45pm and at 8:59pm a motion was
made to return to open session. All Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION: The open session resumed at 9:OOpm to consider making a
conditional offer of employment to police candidate Dimeler. Voting on the candidate was as
follows:
Candidate Dimeler: A motion was made by Commissioner Lukatsky, seconded by
Commissioner Karge to make a conditional offer of employment to candidate Dimeler.
Commssioners Loeb and Karge voted no and Commissioners Lukatsky, Dibbern and
Viehman voted in support of the motion. The motion passed and Commissioner
Viehman will contact the candidate and make the offer.
ADJOURNMENT: A motion was made at 9:03pm by Commissioner Lukatsky, seconded by
Commissioner Dibbern to adjourn the meeting. All Commissioners present voted in favor of the
motion.
