Minutes of Special Meeting June 7, 2006
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:29 pm by Chairman Viehman at the Village of Buffalo Grove, Police
Department, Chief's Conference Room. Commissioner Dibbern called the role and noted for the record that a
quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb and Dibbern.
Absent was Commissioner Lutkasky. Also in attendance were Deputy Chief Dan Pearson(Fire), Deputy Chief Ed
Wagner(Police)and Village HR liaison Mr. Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPC Meeting of May 2, 2006, which was
seconded by Commissioner Viehman. Commissioners Karge, Viehman and Dibbern voted in favor of the motion.
Commissioner Loeb abstained. The minutes were passed.
CHAIRMAN'S REPORT:
Chairman Viehman reported that there was nothing new to report.
COMMISSIONER'S REPORT:
Commissioners had no news to report.
OLD BUSINESS:
A. Update on the 2006 Police Officer hiring process: Chairman Viehman reported the Mr.Dimeler will be
sworn in on Tuesday June 20 at 7:OOPM. June 27th is the power test for the next academy class. Candidate Witt
declined the conditional offer because he had already accepted a position with the Mundelein department. Deputy
Chief Wagner noted that there still is one open police officer position. He also noted that several officers were very
appreciative to the commission on the quality of new officers we were recruiting.
B. Update on the Fire Lieutenant Promotion Process: Packets were sent to the 22 Fire Lieutenant participants.
C. Update of the Firefighter/Paramedic recruitment process: Commissioners Viehman Karge,Lutkasky and
Dibbern interviewed 49 of the 51 candidates on June 3rd and 4th. One candidate failed the oral interview. Mr.
Malinowski will send him a letter notifying him that he no longer considered a candidate. All the commissioners
noted that it was an enjoyable process and were very pleased with the outstanding candidate pool. There were 10
questions for the candidates,nine oral and one written exercise. Responses to the written will be used for future
process enhancements. Chairman Viehman handed out the preliminary composite oral test score. Deputy Chief
Pearson noted that conducting the written and practical in the same day and scheduling the oral interview date seem
to work out very well. The candidate list is scheduled to be posted in late July and will be valid for two years.
NEW BUSINESS:
A. There were no changes to the preliminary Fire Lieutenant List because no requests for military points were
received. The list as previously printed stands with no corrections noted. A motion was made by Commissioner
Loeb, seconded by Commissioner Dibbern to approve the final Fire Lieutenant list. All commissioners present
voted in favor of the motion.
B. Chairman Viehman noted that our next meeting is scheduled for July 4 and since that is a holiday we will
meet for our regular meeting on Wednesday July 5,2006.
C. There was no new police or fire business to report.
ADJOURNMENT OF OPEN SESSION:
Motion was made my Commissioner Karge and seconded by Commissioner Loeb to adjourn the open session and
move to Executive Session at 7:56pm. All Commissioners present voted in favor of the motion.
EXECUTIVE SESSION:
The executive session began at 7:58pm. Commissioners Karge,Loeb,Dibbern, Viehman and Mr. Malinowski were
in attendance. At 8:03pm a motion was made to return to open session by Commissioner Loeb, seconded by
Commissioner Karge. All Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 8:03pm to consider making a conditional offer of employment to one police candidate.
Candidate Broussard: A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern to
make a conditional offer of employment to candidate Broussard. Commissioners Loeb, Karge, Dibbern
and Viehman voted in support of the motion. Chairman Viehman will contact the candidate and make the
offer.
Since Buffalo Grove has two slots allocated for the July police academy, every effort will be made to get Candidate
Broussard into the police academy in July.
ADJOURNMENT:
A motion was made at 8:09pm by Commissioner Karge, seconded by Commissioner Loeb to adjourn the meeting.
All Commissioners present voted in favor of the motion.
