BOARD OF FIRE AND POLICE COMMISSIONERS
Minutes of Special Meeting June 19, 2006
CALL TO ORDER and ROLL CALL:
The special meeting was called to order at 7.00 pm by Chairman Viehman in the Chief's
Conference Room of the Village of Buffalo Grove Police Department. Chairman
Viehman called the roll and noted for the record that a quorum was present at the
meeting. Present were Chairman Viehman, Commissioners Karge and Lukatsky.
Absent were Commissioners Dibbern and Loeb. Also in attendance were Fire Chief
Time Sashko and Human Resources Director Art Malinowski.
NEW BUSINESS:
A) Discussion of PO Candidate #36 (Robert Broussard) to occur in Executive
Session.
B) Approval of Preliminary Fire Fighter/ Paramedic eligibility register for 2006.
Motion to approve made by Commissioner Karge, with second offered by Commissioner
Lukatsky. Commissioners Karge, Lukatsky and Viehman voted in favor of the motion.
The motion passed. Art Malinowski will now initiate letters to Fire Fighter/ Paramedic
candidates allowing them opportunity for application for Preference Points as
appropriate within the rules and regulations of the Board. The target timeline for posting
the final candidate list is the end of July 2006.
C) Chief Sashko made the Board aware of an issue regarding the length of the Fire
Department Lieutenant Promotional List, with a suspected challenge from the Fire
Fighters union. The issue is a shortened list of less than 2 years; the Board chose to
shorten the timeline for the new list to allow it to get back on its testing schedule
following the lengthy contract negotiation that delayed the previous list posting. The
Board chose to end the list in February 2008. The union wants a full two years. Chief
Sashko was asked to present a formal memorandum of concerns and options for the
July 5, 2006 regular BFPC meeting, for a resolution by the Board at that time.
ADJOURNMENT OF OPEN SESSION:
The Board adjourned the special meeting at 7.17 pm to move into Executive Session for
the purpose of discussing a Police Officer candidate, on motion by Commissioner
Karge, and second to the motion by Commissioner Lukatsky. All commissioners
present voted in favor of the motion.
EXECUTIVE SESSION:
The executive session began at 7.17 pm and at 7.20 pm a motion was made by
Commissioner Karge, with a second to the motion by Commissioner Lukatsky, to return
to open session. All Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session for the special meeting of the BFPC resumed at 7.20 pm to consider
making a final offer of employment to the candidate. A motion was made by
Commissioner Karge, with second to the motion by Commissioner Lukatsky, to extend
an employment offer to Robert Broussard. In a roll-call vote, Commissioners Karge,
Lukatsky, and Viehman supported the motion. The motion passed 3-0. Chairman
Viehman will contact the candidate and make the offer, and if accepted invite the
candidate to be sworn on Tuesday, June 20, 2006.
ADJOURNMENT:
With no further business before the Board, a motion to adjourn was offered by
Commissioner Lukatsky, seconded by Commissioner Karge. The meeting was
adjourned at 7.24 p.m.
