Minutes of Special Meeting July 5, 2006
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief's Conference Room of
the Village of Buffalo Grove Police Department. Commissioner Dibbern called the role and noted for the
record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners
Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Deputy Chief Dan Pearson (Fire), Deputy
Chief Jamie Dunne (Police) and Village HR Director Mr. Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPC Special Meeting of June 7,
2006, seconded by Commissioner Lukatsky (as amended). The motion was approved by a voice vote.
Commissioner Lukatsky made a motion, seconded by Commissioner Karge to approve the minutes of the
BFPC Special Meeting of June 19, 2006. Commissioners Karge, Viehman and Lukatsky voted in favor of
the motion. Commissioner's Loeb and Dibbern abstained. The minutes were passed.
CHAIRMAN'S REPORT:
Chairman Viehman offered no report from the chair.
COMMISSIONER'S REPORT:
Commissioners had no news to report.
OLD BUSINESS:
Update on the 2006 Police Officer hiring process: Deputy Police Chief Dunne reported that the
department was now fully staffed with 70 officers. Officers Broussard and Dimeler will be
attending the academy next week. Officer Turano is now on training assignment.
Update of the Firefighter/Paramedic recruitment process: Mr. Malinowski reported that the
preliminary registry has been sent to all candidates. They have until July 18 at 4:30 pm to
request Military and Firefighter II preference points.
Deputy Chief Dunne reported that the department is consolidating a critique of the Sergeant PPR
rating (4 questions) and will present the findings to the board once completed. Commissioner
Loeb offered the help of the Board in developing future questions.
NEW BUSINESS:
At the Special Meeting on June 19, Chief Sashko made the Board aware of an issue regarding the
length of the Fire Department Lieutenant Promotional List. The issue is a shortened roster of
less than 2 years; the Board chose to shorten the timeline for the new roster to allow a return to
the previous testing schedule, following the lengthy contact negotiation that delayed the
lieutenant testing process. The Board chose to end the list in February 2008. The Board
reviewed the language in the Fire Department Promotional Act (50 ILCS 742n, the Illinois
Municipal Code (65 ILCS 5n and the Rules and Regulations of the BFPC. The Fire Department
Promotional act suggests a list of not less than 2 years and a maximum of 3 years, the Municipal
Code suggests a maximum of 3 years, and the BFPC rules notes promotional eligibility in force
for 3 years. Based on this information, the Board discussed whether it erred in setting the
February 2008 date. If so, the Board expressed concern to maintain proper compliance. As a
result of discussion, a motion was made by Commissioner Loeb, seconded by Commissioner
Lukatsky, to change the expiration date of the current Fire Lieutenant Final Eligible Register of
June 7, 2006 to reflect a 3 year duration, in agreement with Statute (50 ILCS 742n Fire
Department Promotional Act. Commissioners Loeb, Karge, Lukatsky, Dibbern and Viehman
voted in favor of the motion. Motion passes 5-0. Chairman Viehman and Mr. Malinowski will
draft a letter to reflect the adjustment.
There was no additional police or fire business to discuss.
ADJOURNMENT:
With no further business before the Board, a motion was made by Commissioner Loeb, seconded by
Commissioner Karge to adjourn the meeting. All Commissioners present voted in favor of the motion and
the meeting adjourned at 8:21 p.m.
