2006-09-06 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 09/06/2006 Type of Meeting: ❑ Rescheduled Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Special Meeting September 6, 2006 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief's Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the role and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski and Deputy Fire Chief Dan Pearson. APPROVAL OF MINUTES: Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of August 1, 2006, seconded by Commissioner Lukatsky. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman offered no report from the chair. COMMISSIONER'S REPORT: Commissioner's had no news to report. OLD BUSINESS: Lateral Entry Program: Commissioners discussed the materials from other agencies handed out at the prior meeting with the objective of determining the best way to establishing the Lateral Entry List. The commission spent a great deal of time debating the merits of two separate lists or should the lists be integrated. The current rules and regulations utilize two separate lists with the Police Officer Candidate Final Eligibility Register as first choice. The dual list or Lateral Entry List would be used only if the Police Officer Candidate Final Eligibility Register has been exhausted or immediate public safety demands require a police officer(s)to be hired. The Commissioners agreed on keeping two separate lists as per the current Rules and Regulations. They felt that the Lateral Entry List should not exceed 10 candidates and the duration of the list should be one year. The reasoning was that the department on average has 3-5 openings per year and we would most likely not need to go to this Lateral Entry List unless there is an emergency situation. Chairman Viehman will draft the proposed changes to the Rules and Regulations of the Police and Fire Commission. NEW BUSINESS: Chief Balinski shared with the Commissioners that six officers have interviewed for an available investigator position. The six officers are all very qualified for the position. Chief Balinski noted that there will be other career enrichment opportunities in the near future as the Youth Officer and the Police Counselor will be moving back to patrol duty. He is also anticipating up to two other officer openings in the near future due to resignations. Chief Balinski told the Commission to anticipate reviewing background checks for the next meeting. Deputy Chief Pearson gave an update on personnel. He also reminded the Commission that the 25 Year Fire Department Anniversary Open House will be held on September 16 from 10am-2pm at the Deerfield Station. ADJOURNMENT: With no further business before the Board, a motion was made by Commissioner Lukatsky, seconded by Commissioner Karge to adjourn the meeting.
