Minutes of Regular Meeting November 7, 2006
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 pm by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police
Chief Steve Balinski and Fire Chief Tim Sashko.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPC Meeting of October 3,
2006, seconded by Commissioner Loeb. The motion was approved by a voice vote.
CHAIRMAN'S REPORT:
Chairman Viehman summarized for the Commissioners the highlights of the Annual Police
Department meeting held on October 20, 2006. He noted that the Chief indicated that the
Commission was moving forward with the Lateral Entry Program, that we were reviewing
candidates for the January Academy and Chief Balinski announced the planned retirement of
Sergeant Bob Leake in March 2007. He also noted that the annual community survey report
was generally very favorable. Chief Balinski made available to the Commissioners a copy of the
survey on disk. The Chief also made reference to some technological changes to assist the
department such as electronic traffic ticketing and improved administrative records processing.
Overall, the meeting was very positive and up beat.
COMMISSIONER'S REPORT:
Commissioner Karge also acknowledged an excellent meeting on October 20.
CHIEF REPORTS:
Chief Balinski shared with the Commissioners that ten Buffalo Grove Police Officers were
recognized by the Illinois Department of Transportation/Division of Traffic Safety at the
November 6t'Village Board meeting for their hard work and excellence in the area of
DUI enforcement. In 2005, the Buffalo Grove Police Department arrested 441 impaired
drivers which ranked the agency 7th in the State of Illinois. The following officers were
recognized: Officers—Freeman, Kondrat, Baron, Moran, Jamil, Halverson, Paul;
Corporal Romanow; Sergeants—Reed and Gretz. Congratulation Officers! Chief
Balinski also noted that he was very pleased with the results of the citizen survey.
Chief Sashko reported that on November 20, 2006, the Village Board will recognize the Fire
Department for the 10t'Consecutive Golden Boot Award. He also indicated that the new
ambulance was due in shortly.
OLD BUSINESS:
Chairman Viehman shared with the Commissioners a draft of the Lateral Entry Program for
continued discussion. Discussion continued on the program and other department
Lateral Entry Programs were discussed. Chairman Viehman will begin defining the
process.
NEW BUSINESS:
Chief Balinski attended the Chiefs Conference in Boston and one of the outcomes he wanted
to share with the Commissioners was that some police departments once a new is officer
hired is to ask the new hire to voluntarily remove him/herself from other police hiring
lists. No action was taken by the board.
ADJOURNMENT OF OPEN SESSION:
Motion was made my Commissioner Lukatsky and seconded by Commissioner Karge to adjourn
the open session and move to Executive Session at 8:55 p.m. All Commissioners present voted
in favor of the motion.
EXECUTIVE SESSION:
The executive session was called to order at 9:00 p.m. and at 9:16 p.m. a motion was made by
Commissioner Karge and seconded by Commissioner Loeb to adjourn the executive session. All
Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 9:17 p.m. to consider making offers of employment to three
candidates.
Candidate #39 Mark Rossi: A motion was made by Commissioner Lukatsky, seconded
by Commissioner Loeb to make a final offer of employment to candidate Rossi.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in support of the
motion. Chairman Viehman will contact the candidate and make the offer of final
employment.
Candidate #42 Nycole Moretti: A motion was made by Commissioner Karge, seconded
by Commissioner Loeb to make a conditional offer of employment to candidate Moretti.
Commissioners Karge, Loeb, Lukatsky, and Dibbern voted against the motion. Chairman
Viehman voted in support of the motion. No offer will be made to the candidate.
Candidate #43 Crystal Bowen: A motion was made Commissioner Lukatsky, seconded
by Commissioner Karge to make a conditional offer of employment to candidate Bowen.
Commissioners Karge, Lukatsky and Viehman voted in support of the motion.
Commissioners Loeb and Dibbern voted against the motion. The motion passes 3-2.
Chairman Viehman will contact the candidate and make the offer of conditional
employment.
ADJOURNMENT:
A motion was made at 9:30 p.m. by Commissioner Loeb, seconded by Commissioner Lukatsky
to adjourn the meeting. All Commissioners present voted in favor of the motion and the meeting
was adjourned.
