2006-12-05 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 12/05/2006 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting December 5, 2006 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 pm by Chairman Viehman in the Chiefs Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski and Deputy Fire Chief Dan Pearson. APPROVAL OF MINUTES: Commissioner Karge made a motion to approve the minutes of the BFPC Meeting of November 7, 2006, seconded by Commissioner Lukatsky. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman noted that the Toys for Tots drive is being conducted by the Police department through December 15. Please put new toys (unwrapped) in box at the station. Also, on Friday December 8, the Make an Angel Smile Party is being held at the police station and noted that an opportunity exists for purchasing additional gifts. Donations are welcomed. He noted that the Commissioners should be getting an invitation to the Annual Holiday Party being held on December 22. COMMISSIONER'S REPORT: Commissioner Lukatsky had lunch recently with the Police Chief of Wilmette and discussed the fact that the D.A.R.E. program was going away due to funding constraints. Commissioner Lukatsky advised the Commissioners that the Wilmette department has copied the Buffalo Grove program. CHIEF REPORTS: Chief Balinski shared with the Commissioners that Commander Mike Soucy has received a conditional offer from Hoffman Estates to work in a civilian capacity with the target date of December 18. Mike has been with the Police department for 30 years and will be greatly missed. Chief Balinski noted that the Commander position and 2 Sergeants positions will be open in January. Deputy Chief Pearson reported that no one is currently on light duty, OLD BUSINESS: Chief Balinski reported that the department is in the process of reviewing the lateral entry program. NEW BUSINESS: There was no new business to report. ADJOURNMENT OF OPEN SESSION: Motion was made my Commissioner Lukatsky and seconded by Commissioner Loeb to adjourn the open session and move to Executive Session at 7:45 p.m. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session was called to order at 7:46 p.m. and at 7:53 p.m. without a motion the Commissioners all voted to return to open session. RETURN TO OPEN SESSION: The open session resumed at 7:53 p.m. to consider making offers of employment to one candidate. Candidate#43 Crystal Bowen: A motion was made by Commissioner Lukatsky, seconded by Commissioner Karge to make a final offer of employment to candidate Bowen. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in support of the motion. Chairman Viehman will contact the candidate and make the offer of final employment. The swearing in ceremony is scheduled for Wednesday December 27. The next academy begins January 12, 2007. ADJOURNMENT: A motion was made at 7:57 p.m. by Commissioner Karge, seconded by Commissioner Lukatsky to adjourn the meeting.
