Minutes of Regular Meeting January 2, 2007
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 pm by Chairman Viehman in the Chiefs Conference Room of the
Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the
record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners
Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski, Fire Chief Tim
Sashko, and Village HR Director Mr. Art Malinowski .
APPROVAL OF MINUTES:
Commissioner Loeb requested one minor change to the minutes of December 5, 2006. Commissioner
Loeb made a motion to approve the minutes as amended of the BFPC Meeting of December 5, 2006,
seconded by Commissioner Lukatsky. The motion was approved by a voice vote.
CHAIRMAN'S REPORT:
Chairman Viehman reported that the Commission received a thank you letter from the Police Department
thanking them for their support of the Make An Angel Smile Party. Chairman Viehman also reported that
the swearing in ceremony took place for Officer Rossi and Officer Bowen on Wednesday December 27.
COMMISSIONER'S REPORT:
Commissioner Loeb congratulated the Police on the excellent investigation work in the Trace Drive
incident. Also, he noted the excellent work of the Fire Department by locating and not disturbing any
evidence. He noted that two double homicides in the past 18 months were both quickly solved.
CHIEF REPORTS:
Chief Sashko reported that the 2nd annual town hall meeting resulted in a great exchange of
information. He also reported that total calls were down in 2006 versus 2005. The Chief is
reviewing the mandatory retirement age policy for clarification. He will report the findings at the
next meeting.
Chief Balinski noted that two officers on light duty will be returning shortly.
OLD BUSINESS:
Chief Balinski reported that by the next meeting he expects to present to the Commission a
formalized lateral entry process.
NEW BUSINESS:
Chairman Viehman presented the Commissioners with a proposed Police Officer Recruit
Examination Schedule. He asked the Commissioners to check their schedules for potential
conflicts.
ADJOURNMENT OF OPEN SESSION:
Motion was made my Commissioner Dibbern and seconded by Commissioner Loeb to adjourn the open
session and move to Executive Session at 8:08 p.m. All Commissioners present voted in favor of the
motion.
EXECUTIVE SESSION:
The executive session was called to order at 8:09 p.m. Present were Chairman Viehman, Commissioners
Karge, Loeb, Lukatsky, Dibbern. Also present was Mr. Malinowski. At 8:20 p.m. a motion was made by
Commissioner Karge and seconded by Commissioner Lukatsky to adjourn the executive session. All
Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 8:20 p.m. to consider making a conditional offer of employment to one
candidate.
Candidate#47 Frank Wabienienski: A motion was made by Commissioner Karge, seconded by
Commissioner Loeb to make a conditional offer of employment to candidate Wabienienski.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Chairman Viehman voted against the
motion. No offer will be made to the candidate.
ADJOURNMENT:
A motion was made at 8:22 p.m. by Commissioner Lukatsky, seconded by Commissioner Karge to
adjourn the meeting. All Commissioners present voted in favor of the motion and the meeting was
adjourned.
