2007-04-10 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 04/10/2007 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Special Meeting April 10, 2007 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chiefs Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Loeb, Karge, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski and Deputy Fire Chief Dan Pearson. APPROVAL OF MINUTES: Commissioner Loeb made a motion to approve the minutes of the BFPC Meeting of March 6, 2007, seconded by Commissioner Karge. The motion was approved by a voice vote. Commissioner Karge made a motion to approve the minutes of the BFPC Special Meeting of March 24, 2007, seconded by Commissioner Loeb. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman thanked Todd Kupsak and all staff members assisting at the Police recruitment. He also sent a letter to the Chief thanking them for their assistance. Commissioner Loeb commented on how very impressed he was with the teamwork and cooperation and number of staff participants. Chief Balinski thanked the commission for their work and was very pleased on how well the recruitment process was conducted. Congratulations to Cynthia Bock who was sworn in as an officer on March 26, 2007. Chairman Viehman also noted that Officers Bowen and Rossi have completed the Academy. He noted that a number of officers in Police and Traffic have received recent commendations. These included Officers Dimeler, Turano and Hill who have been recent hires by this commission. He commended the commission for these new hires. Finally, Chairman Viehman thanked each commissioner for their participation and for talking a role in the police hiring process. COMMISSIONER'S REPORT: Commissioner Loeb thanked Chairman Viehman for coordinating the hiring process. CHIEF REPORTS: Deputy Chief Dan Pearson reported that Wendy Durkin is doing well in her new position and there is one firefighter opening. Ron Weinert of Public Works was given the Red Cross Award for pulling an individual out a vehicle on fire. Chief Balinski reported that Steve Haisley is finally leaving the department after 36 '/z years of service and Pete Lippert will replace Steve as the Crime Prevention civilian officer. There are two open positions with the recent approval of the Budget. Cynthia Bock is at the Academy. OLD BUSINESS: The Police Officer Candidate list was reviewed and it was decided to interview the first 60 candidates. Chairman Viehman had discussions with Mr. Brimm on the process for moving the Police Lateral Entry Program forward to the Trustees for consideration. NEW BUSINESS: There was no new business to discuss. ADJOURNMENT OF OPEN SESSION: Motion was made my Commissioner Lukatsky and seconded by Commissioner Loeb to adjourn the open session and move to Executive Session at 8:08 p.m. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session was called to order at 8:09 p.m. Present were Chairman Viehman, Commissioners Loeb, Karge, Lukatsky and Dibbern. At 8:28 p.m. a motion was made by Commissioner Loeb and seconded by Commissioner Lukatsky to adjourn the executive session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 8:28 p.m. for the purpose of making position offers. Firefighter/Paramedic Candidate # 2: Travis Karr. A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to make a conditional offer of employment to firefighter/paramedic candidate Karr. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in support of the motion. Chairman Viehman will contact the candidate and make the conditional offer of employment. ADJOURNMENT: A motion was made at 8:30 p.m. by Commissioner Loeb, seconded by Commissioner Lukatsky to adjourn the meeting.
