Minutes of Regular Meeting June 5,2007
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:40 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Karge called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairmen
Viehman, Commissioners Loeb, Lukatsky and Karge,not present was Commissioner Dibbren.
Also,in attendance were Police Chief Steve Balinski,Deputy Fire Chief Dan Pearson and
Village Director of Human Resources,Mr. Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Lukatsky made a motion to approve the minutes of the BFPC Regular Meeting of
May 1,2007, seconded by Commissioner Loeb. The motion was approved by a voice vote.
CIIAIRMAN'S REPORT:
Chairman Viehman brought to our attention the"Passing Points"article that was attached to our
minutes of our meeting May 1 st which is reflective of information we need to know for future
police hiring testing process. Congratulations to Chief Sasko and his wife for celebrating their
25th wedding anniversary. Commissioner Viehman wanted to thank again the Commissioners
for their work on May 19th and 20. We interviewed 54 applicants in those two days for police
officers. Also,the Commission wants to extend our thanks for the Police Officers that attended.
Their support and knowledge was appreciated. Our next meeting will be on July 10,2007 due to
the 4th of July holiday. We will conduct that meeting at fire station#26 at 7:30 PM following
the swearing in at 7:00 PM of a new fire lieutenant Shawn Collings#2 on the Fire Lieutenant
Eligible List. We also will be able to review the new fire engine. Commissioner Viehman
assumed all the commissioners have received and are in the process of signing and returning
Oath and Ethics Statements on re-appointment by the Village Board of Fire&Police
Commissioners for one year.
COMMISSIONER'S REPORT:
Commissioners had no news to report.
CHIEF REPORTS:
A: Chief Balinski informed the commission that he also would like to thank the
commissioners for the long two days of interviews and he is impressed with what the
commission brings to the table from the officers that sat in during the interviews.
The sergeants and commanders thanked the commission. Officer Douglas Shipment's wife just
had their third daughter and Officer Tony Goldstein's wife had their first child, a boy. Jaime
Verduzco is now on military leave. We have completed interviews for SRO and SRC Officers.
Selected for School Resource Officer for all schools was Staci Kupsak. Julie Russell was
selected for School Resource Coordinator for District 96. June 15th will be our Special
Olympics Bowling and the commissioners are welcomed to attend and would appreciate the
support. Last year we finished third in the state in fund raising contributions.
B: Deputy Chief Pearson reported Lt. Larry Andres after being with the fire department
for 26 years has announced his retirement. The department will be short of three personnel.
OLD BUSINESS:
Chairman Viehman presented to the commissioners the preliminary list of police officer
candidates which will be posted on August 3rd .Chief Balinski informed that his department will
be able to start their investigation of new police officer candidates on the date the current list
expires, August 5, 2007.
The Police Officer Candidate oral interviews took place on May 19 and May 20 in the Police
Chief's Conference Room. Fifty-four candidates were interviewed each day beginning and 8.00
a.m. on Saturday and on Sunday 7:45 a.m. Of these candidates 10 are able to file for
preference points. One additional candidate was interviewed tonight at 7:00 p.m. in the Police
Chief s Conference Room.
EXECUTIVE SESSION:
The executive session was called to order at 7:55 p.m. Present were Chairman Viehman,
Commissioners Loeb, Lukatsky and Karge. At 8:27 p.m. a motion was made be Commissioner
Loeb and second by Commissioner Lukatsky to adjourn to the executive session. All
Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 8:28 p.m. for the purpose of making position offers.
Firefighter/Paramedic #3 Matthew M. Palumbo. A motion was made by Commissioner
Loeb, second by Commissioner Lukatsky to make a final offer of employment to
Matthew M. Palumbo. Commissioners Loebe, Lukatsky, Karge and Viehman voted
against the motion. No offer will be made.
Firefighter/Paramedic #7 Robert W. Herman. A motion was made by Commissioner
Loeb, second by Commissioner Lukatsky to make a conditional offer of employment to
firefighter/Paramedic Robert W. Herman. Commissioners Loeb , Lukatsky, Karge and
Viehman voted in favor of the motion. Chairman Viehman will contact the candidate and
make the conditional offer of employment.
ADJOURNMENT:
A motion was made at 8:30 p.m. by Commissioner Lukatsky, second by Commissioner Loeb to
adjourn the meeting. All Commissioners present voted in favor of the motion and the meeting
was adjourned.
