2007-12-04 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 12/04/2007 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting December 4, 2007 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:34 p.m. by Chairman Viehman in the Chief s Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski, Deputy Fire Chief Dan Pearson, and HR Director Mr. Art Malinowski. APPROVAL OF MINUTES: Commissioner Karge made a motion to approve the minutes as amended of the BFPC Regular Meeting of November 6, 2007, seconded by Commissioner Loeb. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman reported he and Commissioner Karge attended the graduation of FF/PM Simmons on Friday, November 30 at the Glenview training center. Also attending were Acting Fire Chief Ciecko, Deputy Fire Chief Pearson and Battalion Chief Belfield. Commissioner Karge was pleased with the Fire Department participation. Officers Hawkins and Gozdecki are scheduled to graduate from the Police Academy on Friday, December 14 at 1 p. m. at College of Dupage. Following last month's meeting, Chairman Viehman and Mr. Malinowski met with Acting Fire Chief Ciecko and Deputy Fire Chief Pearson to discuss recommendations for improving the conducting of background investigations. COMMISSIONER'S REPORTS: Commissioners had no news to report. CHIEF REPORTS: Chief Balinski reported that Cpl. Vince Positano will become the new Youth Officer, Officers Hector De La Paz and Bruce Montgomery will take positions in the Traffic Department and Officers Greg Hill and Jamie Verduzco have moved forward in the interview process for an Emergency Service Team (EST)WAS position. Chief Balinski reported that 5 members of the command staff: Chief Balinski, Deputy Chief Dunne, Deputy Chief Wagner, Commander Newton and Commander Bucalo were presented with the Executive Leadership Award from the Center for Public Safety, Northwestern University. Village Manager Brimm attended the award ceremony. Chief Balinski also reported that the Make an Angel Smile event will be held on Friday, December 14 at 6:00 p.m. at the Police Department. Sponsoring a child is welcomed. Deputy Chief Pearson thanked Chief Balinski for his assistance in background investigations. Four department personnel, Lt. Durkin, Lt. Wagner, FF/PM Kelly and FF/PM Two Bulls will be attending a Background Investigation School in early 2008. These individuals will be paired and will have the responsibility to conduct all background investigations for the department. Deputy Chief Pearson reported two FF/PM were off due to injury. He also thanked Chairman Viehman and Commissioner Karge for attending FF/PM Simmons graduation. He also indicated that both FF/PM Herrmann and Navarro were doing very well. Mr. Malinowski reported that the deadline for applying for the vacant Fire Chief position has passed and interviews should begin in late December and early January. OLD BUSINESS: Chairman Viehman reported that the Lateral Entry Process will be presented to the Village Board on Monday December 17 for consideration. A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky to apply a non-refundable application processing fee of$15 for all entry level FF/PM and Police Officer applications presented for consideration. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The charge will be incorporated in the BFPC Rules and Regulations. NEW BUSINESS: Chairman Viehman asked for feedback for any changes needed in the BFPC Rules and Regulations. A number of modifications were suggested. A draft of these changes will be made available at the next meeting. The January meeting of the BFPC will be held at 7:30 p.m. on January 8, 2008. ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Lukatsky and seconded by Commissioner Karge to adjourn the open session and move to Executive Session at 9:20 p.m., for the purpose of notification of a potential personnel issue. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session was called to order at 9:25 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and Police Chief Balinski. At 9:29 p.m. a motion was made by Commissioner Karge and seconded by Commissioner Dibbern to adjourn the executive session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 9:29 p.m. ADJOURNMENT: A motion was made at 9:29 p.m. by Commissioner Loeb, seconded by Commissioner Lukatsky to adjourn the meeting.
