2008-01-08 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 01/08/2008 Type of Meeting: ❑ Rescheduled Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Rescheduled Regular Meeting January 8, 2008 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief's Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski,Acting Fire Chief Pete Ciecko, and HR Director Mr. Art Malinowski. APPROVAL OF MINUTES: Commissioner Karge made a motion to approve the minutes as amended of the BFPC Regular Meeting of December 4, 2007, seconded by Commissioner Loeb. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman offered condolences to Commissioner Lukatsky on the loss of his sister and to Deputy Chief Pearson on the loss of his mother. On December 14, Commissioners Karge, Lukatsky and Chairman Viehman attended the Police Academy graduation for Officers Hawkins and Gozdecki. Class President Hawkins delivered the graduation speech. Retired Deputy Chief Ron Gozdecki presented Officer Gozdecki with her graduation certificate. This was the largest class to graduate from the Academy and also will be remembered for achieving the highest test score. The Fire Chief selection process is moving forward. Candidates will be interviewed by the end of the month. COMMISSIONER'S REPORTS: Commissioner Lukatsky attended the Lake County Chief of Police Meeting and reported that Chief Balinski has been appointed as the new Chief of Lake County Chiefs. CHIEF REPORTS: Chief Balinski thanked the Commissioners for attending the wake and funeral of Retired Deputy Chief Gozdecki. He passed away shortly after his daughter graduated from the Police Academy. He also thanked Acting Fire Chief Ciecko for having one of Fire rigs in attendance at the procession. Chief Balinski reported that the selection for the Emergency Service Team (EST) WAS position continues. Officer Hector De La Paz is now in Traffic and Cpl. Vince Positano is now the new Youth Officer. Tom Derken,head evidence technician or the Lake County Major Task Force,has returned to the BG traffic department, One Officer was injured while directing traffic and is out on medical. Chief Balinski also reported that the Make an Angel Smile event was once again successful and he thanked the Commissioners for their support. Chief Balinski reported that the on-site assessment by the Commission on Accreditation for Law Enforcement Agencies has been completed. The team leader advised the department's staff that they will be recommending that the BGPD be re-accredited for the next three years. The final decision will be made by the Commission,based on the team's report. The accredited status will be conferred on the department at the full meeting of the Commission in April, 2008. Chief Balinski reported that he is now an Executive Member of the Board of the Suburban Law Enforcement Academy at the College of Dupage. Acting Fire Chief Ciecko reported that one firefighter is off for 10 days due to injury. Acting Fire Chief Ciecko also reported that FF/PM Kelly went out with Commander Bucalo to conduct a background check. Mr. Malinowski reported that the Commissioners should be receiving shortly an invitation to the Volunteer Appreciation Reception. OLD BUSINESS: Chairman Viehman reported that ORD 2007-80 was approved. This ordinance allows the Commission to adopt a Police Officer Lateral Entry Program. The Commission will move forward in adding this to the BFPC Rules and Regulations. The FF/PM testing package was reviewed and will be finalized by the end of January. NEW BUSINESS: Mr. Malinowski reviewed the activities of the BFPC for 2007. Chief Balinski noted that the Police Sergeant List will expire late December 2008. A schedule of activities is being prepared. Acting Fire Chief Ciecko noted that the Fire Lieutenant list expires July 2009. Notice must be given in July 2008. ADJOURNMENT OF OPEN SESSION: Motion was made by Commissioner Lukatsky and seconded by Commissioner Loeb to adjourn the open session and move to Executive Session at 8:00 p.m., for the purpose of reviewing materials on a Firefighter/Paramedic candidate. All Commissioners present voted in favor of the motion. EXECUTIVE SESSION: The executive session was called to order at 8:00 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Mr. Art Malinowski. At 8:15 p.m. a motion was made by Commissioner Dibbern and seconded by Commissioner Lukatsky to adjourn the executive session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The open session resumed at 8:15 p.m. for the purpose of making a position offer. Firefighter/Paramedic Candidate #23: Franklin Doll. A motion was made by Commissioner Karge, seconded by Commissioner Loeb to a make a conditional offer of employment to firefighter/paramedic candidate Doll. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. Chairman Viehman will contact the candidate and make the conditional offer of employment. ADJOURNMENT: A motion was made at 8:20 p.m. by Commissioner Dibbern, seconded by Commissioner Lukatsky to adjourn the meeting. The meeting was adjourned. Respectfully submitted, Jane L.
