2008-03-04 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 03/04/2008 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting March 4, 2008 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief s Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Lukatsky and Dibbern. Not present was Commissioner Loeb. Also in attendance were Police Chief Steve Balinski, Fire Chief Terry Vavra, and Deputy Fire Chief Dan Pearson. APPROVAL OF MINUTES: Commissioner Lukatsky made a motion to approve the minutes as amended of the BFPC Regular Meeting of February 5, 2008, seconded by Commissioner Karge. The motion was approved by a 3 vote voice majority. Commissioner Dibbern abstained. CHAIRMAN'S REPORT: Chairman Viehman welcomed Fire Chief Vavra to the village and noted that Buffalo Grove has the best fire department in the state. Chairman Viehman told Chief Vavra that our commissioners take their positions seriously and are looking forward to working with him and supporting his efforts with the department. COMMISSIONER'S REPORTS: Commissioner Karge reported that Franklin Doll was sworn in to the fire department on February 13. Commissioner Karge conducted the swearing in ceremony which was attended by Commissioner Lukatsky and Chief Vavra. CHIEF REPORTS: Chief Vavra deferred to Deputy Chief Pearson for this months report. DC Pearson reported that FF/PM Doll entered the Elgin Fire Academy February 18 to begin his training. DC Pearson handed out to the Commissioners the training schedule for the Elgin Fire Academy and asked the Commissioners to notify him if any Commissioner would like to visit a session. DC Pearson also reported that the manpower was now at full strength. Chief Balinski reported that the selection for the Emergency Service Team (EST)WAS position continues. Officer Verduzco did not pass all the requirements as part of the process. The selection process has opened up again and Officers Stopper and Hill are interested. Chief Balinski reported that Officer Bob Sizer will be retiring on July 30 as he turns 65. They are working on two background investigations and should be ready for the April meeting. He also indicated that Officers Hawkins and Gozdecki are progressing very well and should be released very soon from their TO's. OLD BUSINESS: A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to adopt version 1 of the FF/PM newspaper advertisement. The motion was passed by voice vote. A motion was by Commissioner Lukatsky, seconded by Commissioner Dibbern, to utilize the Sergeant Promotional Preference Points as defined, but to adopt a limit of five (5) points as the maximum credits available upon application by a candidate. The motion passed by voice vote. Chairman Viehman will confer with Council before proceeding. NEW BUSINESS: The Police Sergeant Exam booklet was given to the Commissioners. A preliminary 2009 Fire Lieutenant calendar was presented to the Commissioners for discussion. A final version and reading list should be available at the April meeting. Chief Balinski handed out an updated Police Officer Candidate list and the schedule of Basic Academy courses at the Suburban Law Enforcement Academy. On Friday, March 7, at 1:30 p.m. all Commissioners are invited to Station 26 to welcome Chief Vavra. Other area Chiefs will be attending.
