Minutes of Regular Meeting October 7, 2008
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Fire
Chief Terry Vavra, Deputy Fire Chief Dan Pearson, Police Chief Steve Balinski and HR Director
Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of
September 2, 2008, seconded by Commissioner Karge. The motion was approved by a voice
vote.
CHAIRMAN'S REPORT:
Chairman Viehman offered no report from the chair.
COMMISSIONER'S REPORTS:
Commissioner Loeb attended the Fire Department Open House and reported that it was a
huge success and a very positive experience. The First Annual FF of the Year Award by
the Rotary was given to Skip Hart. It was very well deserved.
Commissioner Karge also attended the Open House and thanked the Mundelein Fire
Department for the use of their Truck. The children enjoyed riding on the truck.
CHIEF REPORTS:
POLICE DEPARTMENT
Chief Balinski reported that a number of Sergeants have rotated their duties for
additional career development. Sgt. Parkinson is now back on patrol, Sgt. Reed is
in investigations, Sgt. Crobak is on patrol, Sgt. Szos is in staff services and Sgt.
Bethge is the Training Sgt.
Officer Hill and Officer Stopper are testing for NIPAS Emergency Services Team.
Chief Balinski reported one officer is suffering pain in their wrist.
He offered congratulations to the following officers on their anniversaries with the
department: Sgt. Parkinson—20 years, Officer Hamelberg—20 years and Deputy
Chief Wagner—30 years.
Chief Balinski reported that in partnership with The Make a Wish Foundation, a 7
year old boy with Leukemia will be sponsored by the BGPD. He will be sworn in
as an officer, do training, go on assignments, work a mock burglary at Burdeen
Jewelers and participate in a mock plane accident. The Chief and his staff are
very excited about this event.
FIRE DEPARTMENT
Chief Vavra also indicated that the Fire Department was excited about The Make a
Wish Foundation project and was also glad to help and participate.
He reported that the Department has collection around $127 in the Sox/Cubs jar.
This money was collected as a result of insults to each other during the baseball
season. The money will be donated to The Make a Wish Foundation.
Chief Vavra noted that the Boy Scouts will be participating in a Door Hanger
program to promote Fire Safety. A challenge has been issued to the various Scout
Troops to see which Troup can get the most messages out to our residents.
The Department has been officially notified that it has received a CEDAP grant for a
vulnerability assessment. This will also assist in accreditation.
Four new cardiac 12 lead monitors should be in place very shortly.
Chief Vavra reminded the Commissioners that this is Fire Prevention Week.
He reported one FF will be on light duty as a result of hip replacement, 2 FF out due
to knee surgery, and another FF out with double hip replacement surgery.
Background checks have begun on potentially new fire fighters.
OLD BUSINESS:
A motion was made by Commissioner Lukatsky, seconded by Commissioner Loeb, to
approve the Rules and Regulations of the Board of Fire and Police Commissioners of the
Village of Buffalo Grove, as Amended October 7, 2008. Commissioners Karge, Loeb,
Lukatsky, Dibbern and Viehman voted in favor of the motion. Motion passes.
A total of 19 applicants have applied for Sergeant's Promotion. The Promotional
Examination Process was reviewed and critical dates confirmed.
The length of the oral examination was discussed and we will proceed with 25 minute
cycles. The oral interviews will begin on Saturday November 1, 2008 at 7:30 a.m. in the
Chief s Conference Room.
Chairman Viehman reminded the Commissioners that the IFPCA Fall 2008 Seminar will be
held October 31, November 1 and 2 in Schaumberg.
NEW BUSINESS:
There was no new business to report.
ADJOURNMENT OF OPEN SESSION:
Motion was made by Commissioner Karge, seconded by Commissioner Lukatsky to adjourn the
open session and move to Executive Session at 8:05 p.m., for the purpose of discussing questions
for the Sergeant Examination. All Commissioners voted in favor of the motion.
EXECUTIVE SESSION:
The executive session was called to order at 8:05 p.m. Present were Chairman Viehman,
Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Art Malinowski. At 8:25 p.m.
a motion was made by Commissioner Loeb and seconded by Commissioner Karge to adjourn the
executive session. All Commissioners present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 8:25 p.m.
ADJOURNMENT:
A motion was made at 8:26 p.m. by Commissioner Lukatsky, seconded by Commissioner
Dibbern, to adjourn the meeting. The meeting was adjourned.
