Minutes of Regular Meeting November 4, 2008
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Fire
Chief Terry Vavra and Police Chief Steve Balinski.
APPROVAL OF MINUTES:
Commissioner Loeb made a motion to approve the minutes as amended of the BFPC Regular
Meeting of October 7, 2008, seconded by Commissioner Karge. The motion was approved by a
voice vote.
CHAIRMAN'S REPORT:
Chairman Viehman thanked the Commissioners for taking their Saturday to conduct the Sergeant
oral interviews.
COMMISSIONER'S REPORTS:
Commissioners had no news to report.
CHIEF REPORTS:
FIRE DEPARTMENT
Chief Vavra reported that Scott Calibraro who was a full time firefighter from
1991-2002 died suddenly. The wake is scheduled for November 7 and the funeral
will be November 8 both in Palos Hills.
He reported that the first two candidates on the FF/PM list are close for review.
POLICE DEPARTMENT
Chief Balinski reported that one officer formally out is back to full duty but that
another officer hurt his knee off duty and is on light duty.
Officer's Dimeler and Stopper failed the NIPAS Physical test.
The PPR's and Consensus for the Sergeant Promotion process will be completed on
time. The candidates have been impressed with the Deputy Chief's interest and
thoroughness of the interviews with the candidates. The Deputy Chief interviews
are new to the process. The results should be completed by the end of the week.
OLD BUSINESS:
The Preliminary Sergeant List is scheduled for posting on December 5. Chief Balinski
reported that the candidates appreciated the early posting of the written scores.
Chairman Viehman and the Commissioners were very impressed with the group of Sergeant
Candidates. It was noted that as compared to the last testing cycle, there was significant
improvement by the candidates in the interviewing process.
Chief Balinski thanked the Commissioners for their work on this process and for their
thorough attention to detail.
NEW BUSINESS:
Chairman Viehman handed out to the Commissioners a Protocols and Procedures of the
BFPC with respect to the promotional process he uncovered in draft form for their
review. He asked the Commissioners to think about developing an Entry Level P&P in
2009.
ADJOURNMENT:
A motion was made at 7:51 p.m. by Commissioner Loeb, seconded by Commissioner Lukatsky,
to adjourn the meeting. The meeting was adjourned.
