2009-03-03 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 03/03/2009 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting March 3, 2009 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief s Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Police Chief Steve Balinski, Deputy Police Chief Jamie Dunne, Deputy Fire Chief Dan Pearson and HR Director Art Malinowski. APPROVAL OF MINUTES: Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of February 3, 2009, seconded by Commissioner Lukatsky. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman reported that the 2008 Employee of the Year, Frank Horbus and Runner up Thomas Derken were recognized the February 231d Village Board Meeting. The awards were sponsored by the Rotary Club. Chairman Viehman thanked the Village for the March 1 Village Volunteer Recognition Event held at the Arboretum Club COMMISSIONER'S REPORTS: Commissioner Karge offered congratulations to Chief Vavra for completing One Year of Service as Buffalo Grove Fire Chief. CHIEF REPORTS: POLICE DEPARTMENT Chief Balinski thanked the Commission for attending the Officer of the Year recognition at the Village Board Meeting. Two officers and one CSO are on light duty. FIRE DEPARTMENT DC Pearson reported one FF was on light duty and one FF was off on medical leave. OLD BUSINESS: There was no old business to discuss. The Police Officer Candidate Orientation will be discussed under new business. NEW BUSINESS: The Commissioners noted that they were very pleased with the quality and core of the FF candidates as reflected in the oral interviews. DC Pearson indicated that the consensus panel went well. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to approve the 2009 Fire Lieutenant Oral Interview Score Results dated March 3, 2009. The motion passed by voice vote. The list will be posted at each fire station. A motion was made by Commissioner Karge, seconded by Commissioner Dibbern, to approve the 2009 Fire Lieutenant PPR Score Results dated March 3, 2009. The motion passed by voice vote. The 2009 Fire Lieutenant Tactical Exercise Schedule was finalized. Random names were selected for interview times. Chief Balinski asked the Commission to consider removing the department from being engaged in the power testing element of the police officer hiring program. The department is willing and able to do the testing but this request is primarily a result of budget constraints within the department. The department would need to pay OT for conducting the power test. Chief Balinski asked the Commission to consider having the candidates get certified through NIPSTA (Northeastern Illinois Public Safety Training Academy). This would provide an external third party independent analysis. He noted that other departments in the area are using NIPSTA. Testing dates are held monthly and candidates are required to pay for this test. A motion was made by Commissioner Lukatsky, seconded by Commissioner Karge, to recommend using NIPSTA for the Police Power Testing. The motion was passed by voice vote. A motion was made by Commissioner Dibbern, seconded by Commissioner Lukatsky, to require that Police Candidates must posses a valid NIPSTA card in order to take the written test. This certification must have been issued no earlier than 6 months from date of the written test. The motion was passed by voice vote. The 2009 Entry Police Officer Testing Cycle was modified to reflect the above change. The written examination will be held on Saturday, June 13 at 9:00 AM at the BGHS Cafeteria. A motion was made by Commissioner Lukatsky, seconded by Commissioner Dibbern, to approve the Police Officer Applicant Information Packet—2009, with modifications as amended. The motion was passed by voice vote. Chief Balinski thanked the Board for accommodating the power testing process for this testing cycle.
