Minutes of Regular Meeting May 5, 2009
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chiefs
Conference Room of the Village of Buffalo Grove Police Department. Commissioner
Dibbern called the roll and noted for the record that a quorum was present at the
meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky,
and Dibbern. Also in attendance were Deputy Police Chief Ed Wagner, Fire Chief
Terry Vavra, Deputy Fire Chief Dan Pearson and HR Director Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Loeb made a motion to approve the minutes of the BFPO Regular
Meeting of April 7, 2009, seconded by Commissioner Lukatsky. The motion was
approved by a voice vote. Commissioner Dibbern abstained.
CHAIRMAN'S REPORT:
Chairman Viehman offered no report from the chair.
COMMISSIONER'S REPORTS:
Commissioners had no news to report.
CHIEF REPORTS
POLICE DEPARTMENT
Deputy Police Chief Wagner reported that 7 officers are either on
medical leave or light duty.
DPC Wagner reported that there have been 1200 physical tests taken
at NIPSTA. It appears that anyone who wants to test with Buffalo
Grove for entry level police officer can be accommodated through
NIPSTA.
The list of names that completed Police Officer Applications has been
completed and forwarded to the Commission.
FIRE DEPARTMENT
Chief Vavra reported one firefighter is off for medical.
Chief Vavra invited the Commissioners to an Employee Appreciation
Breakfast to be held on Thursday May 71h at the Fire Department
from 7-9 am.
OLD BUSINESS:
Chairman Viehman reported that the CPAT Certification has been reviewed
and the test is validated. It can be used for our FF/PM candidate physical
agility exam. No score is given. It is on a Pass/Fail basis. The
Commission discussed the pros/cons with using the CPAT certification.
The Commissioners considered the cost to conduct the test internally, the
need for validation, and liability issues. It was felt that the money saved
could be put to better use.
A motion was made by Commissioner Loeb, seconded by Commissioner
Lukatsky, to adopt the use of CPAT FF Candidate Physical Agility test for
the next FF testing cycle in lieu of the Essential Job Function test. The
motion was passed by voice vote.
The Rules and Regulations will need to be updated to reflect this change.
Chairman Viehman gave an update on House Bill#1627. It is now back in
the Rules Committee.
NEW BUSINESS:
Chairman Viehman reported that The Written Fire Lieutenant questions
were validated and he handed out to the Commissioners the test
statistics. A motion was made by Commissioner Loeb, seconded by
Commissioner Dibbern, to approve the 2009 Fire Lieutenant Testing
Process Written Test Score Results dated May 5, 2009. The motion
passed by voice vote. The list will be posted at each fire station.
The Commissioners reviewed the FF Lieutenant Preliminary List and
reviewed the scoring averages. A motion was made by Commissioner
Dibbern, seconded by Commissioner Karge, to approve the 2009 Fire
Lieutenant Preliminary Eligibility Roster dated May 5, 2009. The motion
passed by voice vote.
Chief Vavra thanked the Commissioners for the countless hours that the
Commissioners have put in on the FF Lieutenant Testing Process.
ADJOURNMENT:
A motion was made at 8:30 p.m. by Commissioner Lukatsky, seconded by
Commissioner Loeb to adjourn the meeting. The meeting was adjourned.
