2009-07-07 - Board of Fire and Police Commissioners - Minutes Board or Commission: ❑ Fire& Police commission Document Type: 0 A e g nda 0 Minutes Meeting ate: 07/07/2009 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting July 7, 2009 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m.by Chairman Viehman in the Chief's Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Police Chief Steve Balinski, Fire Chief Terry Vavra, HR Director Art Malinowski, and Village Trustee Liaison Steve Trilling. APPROVAL OF MINUTES Commissioner Lukatsky made a motion to approve the minutes of the BFPC Regular Meeting of June 2, 2009, seconded by Commissioner Loeb. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman thanked the Police Department for their assistance in checking in applicants for the Police written test and for the Police presence at the oral interview process. Chairman Viehman also thanked his fellow Commissioners for all the hours they spent in June on monitoring the written test and for the two full days of oral interviews. Chairman Viehman offered congratulations to the Police Department for receiving 5 State Traffic Awards. Also, the Buffalo Grove Police Department once again received national recognition from the International Chiefs of Police Association for a 2nd Place finish in the Championship Class. COMMISSIONER'S REPORTS: Commissioner Loeb thanked the Fire Department for once again holding the Citizen's Fire Academy. They do a great job in conducting the program and in getting citizens involved. CHIEF REPORTS FIRE DEPARTMENT Chief Vavra reported that early in the morning on June 28 there was an extensive fire in the 900 Block of Chambliss resulting in a box alarm call. The fire started in the garage but the cause is still under investigation. The family was able to get out without injury. Three firefighters were slightly injured but were back to duty the next day. On July 9 at 7:00 p.m. the Fire Department will conduct a review of the fire at the residence to explain what happened. This will be used as an educational opportunity and invited the Commissioners to attend. POLICE DEPARTMENT Chief Balinski thanked the Commissioners for their dedication to the Police written and oral testing process. He appreciated the time,professionalism and on the quality of questions asked at the interview. He was very proud of the recent awards given to the department and it goes well beyond the concept of enforcement. The department competed among the best in the nation. He reported that one officer was back to work on light duty. Four other officers/staff are currently off for various medical issues. One officer will be off shortly due to a shoulder injury. Officer George Vingan has tendered his resignation after 25 years of service effective October 3, 2009. The village is on a hiring freeze but the department is looking for a DUI or Stimulus grant to fund a position. Officer Yester will be celebrating 20 years with the department on July 10. Sergeant Gretz will be celebrating 20 years with the department on July 17. OLD BUSINESS Chairman Viehman summarized the recent Pollee hiring process. Held 2 orientations and received 517 applications (515 paid) Used the NIPSTA Power test On June 13, 149 participated in the written exam. 103 passed, 46 failed After recording the score each applicant received a letter with the score. Top 50 and ties qualified for the oral interview 61 candidates qualified and were given times on June 27 and June 28. Some applicants asked for adjustments and they were made if possible. 61 were scheduled. 6 no shows, 7 failed (not an average score of 75) resulting in 48 on the list Each Commissioner scored the candidates and all scores were averaged for the final score. Those who failed were given a letter indicating they were no longer a candidate. Preliminary register scores ranged from 92.95-78.0 A letter will be sent on July 8 with the list requesting preference points by July 20. The final list will be approved at the August 4, 2009 meeting. Commissioner Loeb noted that he thought the process was well done, very organized and thanked Chairman Viehman for his leadership and thanked Commissioner Dibbern for summarizing the scoring. Chairman Viehman indicated that there were many positive candidates and some not so positive but he felt very comfortable in believing that the top 10 are reasonably good candidates. NEW BUSINESS A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to approve the Pollee Officer Preliminary Register, dated July 7, 2009. The motion was passed by voice vote. ADJOURNMENT A motion was made at 8:00 p.m.by Commissioner Lukatsky, seconded by Commissioner Dibbern to adjourn the meeting. The meeting was adjourned Respeetfully submitted, Jane L.
