Board of Fire and Police Commissioners
Minutes of Regular Meeting October 6, 2009
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief s
Conference Room of the Village of Buffalo Grove Police Department. Commissioner
Dibbern called the roll and noted for the record that a quorum was present at the meeting.
Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern.
Also in attendance were Fire Chief Terry Vavra, Deputy Police Chief Jamie Dunne, Deputy
Fire Chief Dan Pearson, and HR Director Art Malinowski.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPC Regular Meeting
of September 1, 2009, seconded by Commissioner Loeb. The motion was approved by a
voice vote.
CHAIRMAN'S REPORT:
A. Chairman Viehman congratulated the Fire Department on its Open House and
noted that the event was well attended and very well run. This was seconded by
Commissioner Lukatsky.
B. He offered congratulations to Fire Lt. Wendy Durkin for being selected as
Firefighter of the Year.
C. Chairman Viehman reminded the Commissioners that the BFPC meetings are
subject to the Open Meetings Act. He distributed materials relating to the act and
asked the Commissioners to review the material for discussion at next month's
meeting.
COMMISSIONER'S REPORTS:
A. No Commissioners had items to report.
CHIEF REPORTS:
POLICE DEPARTMENT
A. Deputy Chief Dunne reported that there are two sergeants on light duty,
one officer on light duty, one officer on medical leave and one officer will
be off beginning in mid October for surgery.
FIRE DEPARTMENT
A. At the Open House, Chief Vavra presented the FF of the Year Award to
Fire Lt. Wendy Durkin as well as two Company Citations (for 2 saves)
and one Chief Citation (respiratory arrest and was able to save). He also
presented two Special Awards one to Long Grove Confectionary and one
to Boy Scout Troops 140 (St. Mary's) and 401 (Kingswood) for their work
in hanging fire safety door hangers.
B. Chief Vavra reported that on October 5, 2009, the Village Board approved
the purchase of new ladder truck and engine. They should arrive late
February or early March 2010.
OLD BUSINESS:
A. Chairman Viehman distributed the 2010 FF/PM Applicant Information Packet
for review. Please send any changes or adjustments directly to Chairman
Viehman.
B. The FF/PM hiring timeline was discussed. One item of note was to be sure that
early notification of the new CPAT requirement is done. This would most likely
be done in January on the website by announcing "coming soon" so be prepared
for CPAT.
C. Dates for the 2010 FF/PM testing will be finalized next month.
NEW BUSINESS:
A. Chairman Viehman handed out the latest draft the BFPC Rules and Regulations
for review and discussion. He asked the Commissioners to review the draft for
next meeting. He would like to vote on a final version at the December meeting.
ADJOURNMENT OF OPEN SESSION:
Motion was made by Commissioner Lukatsky and seconded by Commissioner Dibbern to
adjourn the open session and move to Executive Session at 8:02 p.m., for the purpose of
discussing a police officer candidate. All Commissioners present voted in favor of the
motion.
EXECUTIVE SESSION:
The executive session was called to order at 8:04 p.m. Present were Chairman Viehman,
Commissioners Loeb, Karge, Lukatsky, Dibbern and HR Director Art Malinowski.
Discussion concerned the employment qualification of Candidate #1 from the current
Eligibility Register. At 8:28 p.m. a motion was made by Commissioner Loeb and seconded
by Commissioner Dibbern to adjourn the closed executive session. All Commissioners
present voted in favor of the motion.
RETURN TO OPEN SESSION:
The open session resumed at 8:28 p.m. for the purpose of making a conditional offer of
employment.
Police Officer Candidate #1: Brian R. Hansen. A motion was made by
Commissioner Dibbern, seconded by Commissioner Lukatsky to make a conditional
offer of employment to police officer candidate Brian R. Hansen. Commissioners
Loeb, Lukatsky, Dibbern and Viehman voted in support of the motion.
Commissioner Karge voted against the motion. Chairman Viehman will contact the
candidate and make the conditional offer of employment.
ADJOURNMENT:
There being no further business to come before the Board, the meeting was adjourned by
the Chair at 8:30 p.m.
