Board of Fire and Police Commissioners
Minutes of Regular Meeting April 6, 2010
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chiefs
Conference Room of the Village of Buffalo Grove Police Department. Commissioner
Dibbern called the roll and noted for the record that a quorum was present at the
meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, and
Dibbern. Not present was Commissioner Lukatsky. Also in attendance were Police
Chief Steve Balinski, Fire Chief Terry Vavra, Deputy Fire Chief Dan Pearson, HR
Director Art Malinowski and Trustee Liaison Steve Trilling.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPO Regular
Meeting of March 2, 2010, seconded by Commissioner Loeb. The motion was
approved by a voice vote. Commissioner Dibbern abstained.
CHAIRMAN'S REPORT:
A. Chairman Viehman congratulated Mr. Malinowski on his successful
passing of the Illinois Law Board exam.
B. Chairman Viehman and Commissioner Karge attended the Suburban Law
Enforcement Academy Class BA-20-03 graduation. Chief Balinski was
the key note speaker. There were 11 graduates and Officer Hanson of
Buffalo Grove was President of the Class and received the Class
Leadership Award. Cpl. Rodriguez was a member of the supervisory staff
and made a nice presentation at the ceremony. Buffalo Grove was well
represented on this day and congratulations to all.
C. On April 19, the new BFPO members will be announced. The current
Board has been recommended for re-appointment.
COMMISSIONER'S REPORTS:
Commissioners Karge noted that Chief Balinski was an unbelievable speaker and
that he did a fantastic job at the graduation ceremony.
CHIEF REPORTS:
POLICE DEPARTMENT
A. Chief Balinski thanked Chairman Viehman and Commissioner
Karge for attending the graduation ceremony. He felt it was a
great occasion and was very proud of Officer Hanson and Cpl
Rodriguez. He noted that Cpl. Rodriguez did a great job as a
supervisor and has a bright future as a leader in the department.
B. Chief Balinski reported that two officers were on light duty.
FIRE DEPARTMENT
A. Chief Vavra reported that one FF/PM is on light duty.
B. The Chief reported that the staff time has been consumed with
contract issues. The process was moving along.
C. Chief Vavra noted that the Buffalo Grove Fire Department
participated as part of the State Honor Guard for the recent death
of a fire fighter at Homewood Flossmoor.
OLD BUSINESS:
A. Chairman Viehman thanked the Fire Department and Mr. Malinowski for
the follow up to applicant question. Chairman Viehman had another
conversation with counsel relating to the March meeting question
regarding age eligibility. After further discussion, the Board will follow
the recommendations of counsel and the applicant in question did not
meet the eligibility requirements as currently delineated by the state
statutes.
B. As a reminder, the FF/PM Orientations will take place on April 17 (9AM)
and April 21 (7PM). Please arrive one hour early.
C. There are special provisions for those with disabilities. If anyone
indicated a need, please have them complete the form indicating the
disability and special provision.
NEW BUSINESS:
There was no new business to discuss.
ADJOURNMENT:
There being no further business to come before the Board, the meeting was
adjourned by the Chair at 7:43 p.m.
