2010-09-07 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 09/07/2010 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting September 7, 2010 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:03 p.m. by Chairman Viehman in the Chiefs Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski, HR Director Art Malinowski, and Trustee Liaison Steve Trilling. Fire Lt. Durkin, Fire Lt. Wagner and FF/PM Kelly also attended to make a presentation to the Board. APPROVAL OF MINUTES: Commissioner Lukatsky made a motion to approve the minutes of the BFPO Regular Meeting of August 3, 2010, seconded by Commissioner Loeb. The motion was approved by a voice vote CHAIRMAN'S REPORT: A. Chairman Viehman reminded the Board of the Fire Department Open House which will be held on Saturday September 25, 2010 from 10:00am to 2:00pm at Station 26. The Firefighter of the year will be announced. B. Chairman Viehman reminded the Board of the Night Golf event for Special Olympics on Friday, September 10. Contributions are accepted. C. He reminded the Board of the next round of activities in 2011. The Police Officer Eligibility List expires August 5, 2011 and the Police Sergeant Eligibility List expires on December 23, 2011. In 2012 the Fire Department Lt. Eligibility List and the FF/PM Eligibility List expire. Chairman Viehman will schedule a planning session with Police Chief Balinski before the next meeting to discuss the testing process. COMMISSIONER'S REPORTS: A. Commissioner Dibbern thanked the Police Department and the Fire Department on behalf of the BG Friends of the Park for their assistance during Buffalo Grove Days with the running of the Stampede race. Commission Loeb also thanked the departments for all of their efforts and noted that all worked well without a hitch. CHIEF REPORTS: POLICE DEPARTMENT A. Chief Balinski reported he was very happy with the lst Responders coordination during Buffalo Grove Days. He believed that all went very well. B. Chief Balinski reported that 3 officers are on light duty. C. Chief Balinski noted that there will be a Night Golf fund raiser for Special Olympics at Nichol Knoll on September 10. He praised the Fire Department for their Pink Heels and MDA Boot Drive Projects. D. Chief Balinski noted that Dane Bragg the new village manager is now on board and Melissa Wach has been hired as the Municipal Hearing Officer. OLD BUSINESS: There was no old business to discuss. NEW BUSINESS: A. Lt. Durkin, Lt. Wagner and FF/PM Kelly discussed with the Board the process they go through to perform the FF/PM Candidate Background Check. They are new to this process and have made some changes to the way it has been done in the past. A number of forms and questions have been revised. The team requested input from the Board and the Board did give them some positive feedback. They will forward their final procedure to Mr. Malinowski for final review and approval prior to implementation. B. Chairman Viehman noted that by regulation the Board must review every 6 months whether to release or not release the tapes of closed meetings. The Board discussed this issue. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to retain all closed meeting tapes (in a secure case) and to review the process again in 6 months. Commissioners Lukatsky, Karge, Loeb, Dibbern and Viehman voted in support of the motion. The motion was approved. The tapes will be kept under lock and key at the police station. ADJOURNMENT: A motion was made by Commissioner Lukatsky to adjourn the meeting at 7:54 p.m., seconded by Commissioner Dibbern. The motion was approved by voice vote. Respectfully submitted, Jane L.
