2010-12-07 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 12/07/2010 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting December 7, 2010 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:03 p.m. by Chairman Viehman in the Chiefs Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Police Chief Steve Balinski, HR Director Art Malinowski, and Trustee Liaison Steve Trilling. APPROVAL OF MINUTES: Commissioner Lukatsky made a motion to approve the minutes of the BFPO Regular Meeting of November 2, 2010, as amended, seconded by Commissioner Karge. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman congratulated the Police Department on the recommendation for CALEA reaccreditation. He noted that the department truly lives their philosophy. He also noted that nice comments were received from the participants at the recent Citizens Academy. COMMISSIONER'S REPORTS: The Commissioners present had no new news to report. CHIEF REPORTS: POLICE DEPARTMENT A. Chief Balinski reported that one officer was back to full duty, two officers were off due to injury. One sergeant continues on light duty. B. Chief Balinski reported that Deputy Chief Ed Wagner's mother-in-law passed away and we certainly wish them the best. C. Chief Balinski gave an update on the CALEA reaccreditation process: This review consists of the 463 standards in the Law Enforcement Accreditation Program. The standards address nine major law enforcement areas: 1) Roles, responsibilities 2) Organization, management and administration 3) Personnel structure 4) Personnel process 5) Operations 6) Traffic Operations 7) Detainee and court-related activities 9) Auxiliary and technical services In a very abbreviated summary, he noted that we are in full compliance of the standards presented. This is an outstanding accomplishment that bodes well for the reputation of this agency/Village and at the same time reinforces and acknowledges the professionalism of the men and women of the Buffalo Grove Police Department. He also passed on a few comments that were shared with him personally or in the presence of Village Manager Dane Bragg and Deputy Village Manager Ghida Neukirch who joined Staff in the post-review process. Our assessors were impressed with the low volume of Use of Force Incidents, Internal Investigations and Discipline experienced in the past three years. As a group we came to the immediate conclusion that there were several key factors that contributed to this success: 1) The quality of people that are hired in the Recruitment/Hiring process and are retained throughout one's career. 2) The treatment of citizens that promote equality of justice, respect, and dignity. 3) A value system that promotes excellence and community involvement. 4) Policies and Training in place that compliments mission objectives. 5) The leadership provided throughout the organization. 6) The dedication, work ethic, and the commitment of our first line officers. 7) The makeup of the community (economics, public safety issues, culture, etc.). The assessors then focused their attention on our community policing programs and the involvement of police personnel throughout the Buffalo Grove community. The specific programs mentioned that received numerous accolades were coordinated through the Crime Prevention Unit and the Traffic Unit. As part of the assessment process, the assessment team arbitrarily visited several business sites in the community and spoke to citizens/employees about their experiences with the Buffalo Grove Police Department. To no surprise, the feedback received was very favorable, especially in the areas of the treatment of people, the reputation of police personnel, and our Traffic Safety and Education programs. In summary, our agency/Village passed the carefully scrutinized "verification process" by two independent law enforcement professionals that came to the conclusion that we are in full compliance of the standards evaluated and will be making a recommendation to the Commission on Accreditation for approval. The Chief thanked Chairman Viehman for his participation in the process. The CALEA examiners asked Chairmen Viehman about the hiring and promotional processes. OLD BUSINESS: A. Chairman Viehman noted that last month the Board had approved the 2011 Police Department Sergeant Promotional Examination Schedule dated 11/02/010. Shortly there after it was noted that the dates needed to be amended. He asked the Board to review the amended 12/7/2010 schedule for comments. After some discussion, the written exam was changed to October 1, 2011. B. A motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, to approve the 2011 Police Department Sergeant Promotional Examination Process Summary of Critical Dates, as amended, dated 12/07/10. The motion was approved by voice vote. NEW BUSINESS: A. Chief Balinski noted that the Citizens Academy recently graduated and he received numerous letters of appreciation. Officer Jamil and retired Deputy Chief Lippert did an outstanding job with this program. B. He reported that the Department Holiday Party will be on December 17. The commissioners will receive an invitation. C. The Make an Angel Smile Party will be held Friday at 6 p.m. Contact Officer Freeman if you want to sponsor a child.
