2011-03-01 - Board of Fire and Police Commissioners - Minutes Board orCommission: ❑ Fire& Police commission Document Type: ❑A e g nda 0 Minutes Meeting ate: 03/01/2011 Type of Meeting: ❑ Regular Meeting VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting March 1, 2011 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:30 p.m. by Chairman Viehman in the Chief s Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, and Dibbern. Not present was Commissioner Lukatsky. Also in attendance were Police Chief Steve Balinski, Fire Chief Terry Vavra, HR Director Art Malinowski and Trustee Liaison Steve Trilling. APPROVAL OF MINUTES: Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of January 4, 2011, seconded by Commissioner Karge. The motion was approved by a voice vote. CHAIRMAN'S REPORT: Chairman Viehman commented that the cancellation of the BFPC meeting was a good call considering the amount of snow received by the storm. He offered congratulations to Commander Mike Szos and Sergeant Mike Rodriguez on their promotions. Chairman Viehman congratulated Jamie Dunne on his appointed as Police Chief of Prospect Heights. Chairman Viehman noted that he and Commissioner Karge attended the Buffalo Grove Volunteer event and that the event was very well attended and very well done. He thanked the Village for this opportunity for volunteers. COMMISSIONER'S REPORTS: The Commissioners present had no new news to report. CHIEF REPORTS: FIRE DEPARTMENT A. Chief Vavra reported one firefighter was off duty due to surgery. B. He reported that the new fire truck is out of service to do an accident. The driver pulled the truck into a bay that was not high enough to fit the truck. The damage is estimated to be between $50k and $100k. The truck will be out of service for another 5 weeks. Discipline is forthcoming. C. Chief Vavra reported a number of learning's from the recent snow storm. There was excellent coordination between departments during the storm. Public works sent plows out ahead of emergency vehicles. There were about 60 calls during a 30 hour period. The plows cleaned a path for an ambulance on Arlington Heights Road to NW Community Hospital. Snowmobiles were not used during the storm. POLICE DEPARTMENT A. Chief Balinski thanked the Commissioners and Trustees for attending tonight's swearing in ceremony. He noted that 7 sergeants applied for the Commander position. The selection process was very thorough and the candidates were also interviewed by Mr. Malinowski and Deputy Village Manager, Ghida Neukirch. B. Chief Balinski announced the following organizational changes: a. Sgt. Bethge is now Administrative Sergeant b. Sgt. Chrobak is Traffic Sergeant c. Sgt. Kristiansen and Eisenmenger are vying for training Sergeant d. Sgt. Reed remains in investigations e. Sgt Rodriguez will work a patrol shift. f. There is a corporal vacancy. C. Chief Balinski reported that no one was on light duty. D. Chief Balinski reported that they are ready for the Police Officer hiring process and noted that Commander Szos and Sgt. Rodriguez will be handing registration during the Police Officer Orientation meetings. E. Chief Balinski will be making the plunge for Special Olympics. OLD BUSINESS: A. Chairman Viehman noted that the advertisements for Police Officer testing have begun. Mr. Malinowski has requested a special email address for the BFPC for use in answering applicant questions. Commissioner Loeb will make the presentation on March 26th and Commissioner Dibbern will make the presentation on March 29th. We should arrive at 6:00 p.m. for the 3/29 session, and 7:30 a.m. for the 3/26 morning session. It is believed that Buffalo Grove is the only area town to be conducting th testing on June 4 . B. Chairman Viehman reviewed the Fire Department's Background Investigation document and noted changes were made based on the recommendations received. He returned the single document to Chief Vavra for his review and to make appropriate changes. A recent change in Illinois law has required a change in the credit check process. Credit checks are now required to go through the HR department. This must be reflected in the document. Once these changes are made, the document is ready. NEW BUSINESS: There was no new business to discuss. ADJOURNMENT: A motion was made by Commissioner Loeb to adjourn the meeting at 8:13 p.m., seconded by Commissioner Karge.
