Minutes of Regular Meeting May 3, 2011
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chiefs
Conference Room of the Village of Buffalo Grove Police Department. Commissioner
Dibbern called the roll and noted for the record that a quorum was present at the
meeting. Present were Chairman Viehman, Commissioners Karge, Lukatsky, and
Dibbern. Not present was Commissioner Loeb. Also in attendance were Police
Chief Steve Balinski, Fire Chief Terry Vavra, HR Director Art Malinowski and
Trustee Liaison Steve Trilling.
APPROVAL OF MINUTES:
Commissioner Karge made a motion to approve the minutes of the BFPO Regular
Meeting of April 5, 2011, seconded by Commissioner Lukatsky. The motion was
approved by a voice vote. Commissioner Lukatsky abstained.
CHAIRMAN'S REPORT:
A. Thanks to Trustee Trilling for supporting the re-appointment of the members
of this Board as Commissioners for another year by President Braiman. The
Board has much opportunity during the next year to continue to justify the
confidence placed in us by the Village.
B. Congratulations to Sgt. Mike Millet and Sgt. Jim Tomaso on their retirement
from the BGPD. Mike had 31 years of service and Jim 21. We thank them
for their service to the Village and wish them well in their new adventures.
C. Congratulations to Deputy Chief Dan Pearson and Battalion Chief Gary
Belfield on their retirement from the BGFD. Both have over 30 years of
service to the Village and we thank them for their dedicated service to the
community, with fond wishes for their new adventures. The walk-out
ceremony for both will be at 2:30 PM on Friday, May 61h at Station #26.
D. Congratulations to Arthur "Skip" Hart on his retirement after 16 years with
the BGFD, following 20 years of service with the Cary and Mount Prospect
FD's. Skip's walk-out ceremony will be at 2:30 PM on Monday, May 91h at
Station#26.
E. Congratulations to Fire Department administrative assistant Kathy Abangan
who will be retiring May 31s'. We thank Kathy for all the support we know
she has given to this Board in support of the FD administration, and wish
here well in her new pursuits.
F. Congratulations to Deputy Chief Ed Wagner on his retirement from the
BGPD in early June 2011, after 32+ years of service. We thank Ed for his
outstanding leadership to the department and for his assistance to this Board
over the years, and extend to him our best wishes as he entertains new
adventures and challenges.
G. And lastly but not least, we congratulate Carole Anderson as she retires in
June from the BGPD in her role as an administrative assistant. We offer
Carole the thanks of this Board for all the work and efforts she has supported
and delivered to make things happen with administrative ease for many
years with the PD. We wish Carole and her husband much happiness in
their retirement travels.
COMMISSIONER'S REPORTS:
Commissioner Dibbern will not be able to attend the walk-out events and asked
Chief Vavra to give congratulations and best wishes to those retiring.
CHIEF and TRUSTEE REPORTS:
POLICE DEPARTMENT
A. Chief Balinski thanked the Commissioners who were able to attend
the walk-outs for Sgt. Millet and Sgt. Tomaso.
B. He announced that Cpl. Gallagher and Officer Heer will be
promoted to Sergeant on June 71

C. Chief Balinski reported that Officer Bruce Montgomery has
received a conditional offer of employment in the private sector and
maybe leaving in early June.
D. Chief Balinski reported that one Officer is on light duty, one officer
is off for a couple of days due to injury and one officer has an
injured knee and will be getting an MRI.
FIRE DEPARTMENT
A. Chief Vavra reported that the department is back to full force with
no one off due to illness or injury.
B. He reported that the ladder truck is back in service and the repair
cost was lower than expected. The cost of the repair was $37k
versus the estimated $50k-$100k.
TRUSTEE REPORT
A. Trustee Trilling reported that the new Village Board was sworn in
last evening.
OLD BUSINESS:
A. Discussion of Police Officer Candidate Written Examination Process and
Procedure
a. The PO Written Testing will be conducted on Saturday, June 41h at
BGHS, 9:00 AM in the cafeteria. We have 417 candidates and there
will be no other conflicts with testing by other departments on this
date to the best of our knowledge.
b. We have asked for assistance from the Police Volunteers in
proctoring and testing.
c. We have asked for assistance from the PD Recruitment Team in
registering candidates. Chairman Viehman will meet with
Commander Szos and Chief Balinski to discuss procedures.
d. Doors will open at 7:30 AM
e. Tests will be scored on site with the new electronic scoring machine
provided by BGHS. Chairman Viehman and Mr. Malinowski will
receive training on how to use the new machine.
f. We will order a sufficient quantity of tests to cover the number of
candidates that may show. We will issue tickets for identification
purposes as done in past testing.
g. Commissioners will be on site to assist with all elements of the
testing.
B. The Police Sergeant promotional packet was issued on April 15, 2011
(copies were available for the Commissioners) and Applications are due
back by August 315t. We do expect a full complement of applicants.
NEW BUSINESS:
A. Recruitment & Hiring for Police and Fire
a. Chairman Viehman has had discussions with Chief Balinski and
Commander Newton regarding filling 2 PO positions by the
September academy date. Currently they are conducting the
investigation of 3 eligible candidates from the current PO list, after
a review of its current status. Candidates 1-6 have been hired at
other departments with one moving out of state, candidate number
8 is working for the secret service. At this point they are reviewing
candidates #7,9, and 10, with the plan to present to the Board the
background packets on June 71h , for review at the July 5th Board
meeting. IF conditional offers are made in July, the hiring review
would occur at the August 2nd meeting. IF hiring offers are made,
the swearing would be schedule for the September 6th meeting. The
new list is effective 8/6/2011.
b. Chairman Viehman has had discussions with Chief Vavra
regarding filling 3, perhaps 4, FF positions in August. They are
currently reviewing the status of the eligibility list, and once that is
resolved, background investigations will begin on the 4 eligible from
the current list. The plan will be to have background information
materials for presentation for the Board by June 201
h at latest, with
a review of candidates at the July 51h Board meeting. IF conditional
offers made in July, hiring review would occur at the August 2nd. IF
hiring offers are made, the swearing would be scheduled for a date
to be determined in August.
B. Discussion of Promotions for Fire and Police
a. This Thursday, May 51h at 7:00 PM at Station #26, a Fire
Department promotional ceremony will occur. Doug Postma will be
promoted to Deputy Chief, Sean Collins to Battalion Chief, and
Brian Beck to Lieutenant. All Commissioners are invited to attend.
b. On June 71h at 7:OOPM, two new police sergeants will be sworn —
Tony Gallagher and Bob Heer. The swearing ceremony will precede
the Board meeting on that date.
c. Further promotions with the departments are likely for later in the
summer, depending upon events and budgetary approvals.
d. Chief Balinski reported that 3 candidates will interview for the
position at the High School now vacant with the promotion of Bob
Heer.
ADJOURNMENT:
A motion was made by Commissioner Lukatsky to adjourn the meeting at 7:53 p.m.,
seconded by Commissioner Dibbern. The motion was approved by voice vote.
