"F i .® jj��„ �III��I��IUII�I�lllllllllo�pl� VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting June 7, 2011 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:40 p.m. by Chairman Viehman in the Chiefs Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Police Chief Steve Balinski, Fire Chief Terry Vavra, HR Director Art Malinowski and Trustee Liaison Steve Trilling. APPROVAL OF MINUTES: Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of May 3, 2011, seconded by Commissioner Karge. The motion was approved by a voice vote. CHAIRMAN'S REPORT: A. Congratulations to Deputy Fire Chief Doug Postma, Battalion Fire Chief Sean Collins and Fire Lt. Brian Beck on their promotions. B. Congratulations to Sergeants Gallagher and Heer who were promoted this evening. C. The Fire Department walk-out for Battalion Fire Chief Larry Swieca will be June 30th, 2011 at 2:30 p.m. at Station #26. D. Chairman Viehman thanked Mr. Malinowski for helping with the Police Officer testing process. E. He also thanked the Police Department Recruiting Team and the Police Volunteers for their help with the Police Officer testing. F. Chairman Viehman reminded all commissioners that if they have not yet sent in all their ethics paperwork to the village as required please do so as soon as possible. COMMISSIONER'S REPORTS: Commissioners had no news to report. CHIEF and TRUSTEE REPORTS: POLICE DEPARTMENT A. Chief Balinski commended the Commission on the handling of the Police Officer testing process. B. It was an unbelievable turn out to honor Skip. B. Chief Vavra reported that no one was on light duty. TRUSTEE REPORT A. Trustee Trilling had no news to report. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Update on Police Officer and FF/PM Candidate Background Investigations. Chairman Viehman handed out updated Police Officer and Firefighter Eligibility Register Lists. Currently being investigated are candidates number 2,7,12, and 15 on the Firefighter list and numbers 7, 9, and 10 on the Police list. NEW BUSINESS: A. Discussion of 2011 Police Officer Written Examination Process a. Chairman Viehman offered the following statistics: Number Showing at Test Site: 186 (45% of total Applicants @417) Number Testing: 183 (43.9%) Number Passed: 140 (76.5%) Number Failed: 43 (23.5%) TOP 50 Scores for Oral: 54 (score of 85 and above) Passed without Qualifying for Orals: 86 Score Breakdown 17 Scored 90 or above (high score 94) 37 Scored 85-89 41 Scored 80-84 45 Scored 75-79 30 Scored 70-74 12 Scored 60-69 1 Scored Below 60 (low score 57) MEAN SCORE: 76.384 MEAN SCORE +10%: 84.020 b. Two individuals wanted to challenge the test with scores of 79 and 74. "Fi .® jj��„ �III��I��IUII�I�lllllllllo�pl� challenge. They really wanted to know the cut off. There was no issue after they were told that 85 was the cut off score. B. Preparation for 2011 Police Officer Oral Interview Sessions — June 25-26, 2011 a. The interviews will be held in the Police Chief s Conference Room. b. Chairman Viehman handed out the written instructions that will be given to the candidates when they show up for their interview. In prior years we read these instructions to the candidates. It was decided to hand them out this year so more time can be devoted to asking questions of the candidates. ADJOURNMENT OF OPEN SESSION: Chair entertained a motion for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(a)] for the purpose of Employment/Appointment matters. Commissioner Loed made the motion, seconded by Commissioner Dibbern. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 8:05 p.m. EXECUTIVE SESSION: The executive session was called to order at 8:10 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Art Malinowski. At 8:30 p.m. a motion was made by Commissioner Loeb, seconded by Commissioner Dibbern to adjourn the executive session. All Commissioners present voted in favor of the motion. RETURN TO OPEN SESSION: The regular open meeting was called back to order at 8:31 p.m. for the purpose of making position offers. Firefighter/Paramedic Candidate # 12 : Michael Agos. A motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, to make a conditional offer of employment to FF/PM Candidate Agos. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted against the motion. No offer will be made to the candidate.
