Commissioner Dibbcnl called the roll and noted for the record that u quorum was present u1 the meeting. Present were Chairman \/icboouo, Commissioners Kurgc, Loeb, Luku1mky, uodDibbcrn. Also in attendance were Police Chief Steve Balinski, Fire Chief Terry Vavra, Police Commander Szos, HR Director Art MuJinovvmki and Trustee Liaison Steve Trilling. APPROVAL OF MINUTES: A. Commissioner Luku1mky made u motion 10 approve the minutes o{the BpPC Regular Meeting o{September 6, 2011, seconded by Commissioner Kurgc. The motion was approved byu voice vote. B. Commissioner Loeb made u motion 10 approve the minutes o{the BpPC Special Meeting o{September 14, 2011, seconded by Commissioner Kurgc. The motion was approved by uvoicc vote. ComodmmioncrLuku1mky abstained. CHAIRMAN'S REPORT: A. Cbuinnuo\/icboouo offered congratulations to the Fire Department for the outstanding swearing in ceremony onOctober 10, 2011. 11 was very well attended and very much appreciated by dzomc receiving promotions, new bbcm and their[uod|icm. COMMISSIONER'S REPORTS: A. Commissioner Loeb congratulated the Fire Department on their recent open house. (}nu rainy day, it was very well received and included very instructive demonstrations. B. Commissioner Loeb expressed profound thanks and appreciation to the senior m1uff, the Village o{Buffalo Grove, and the men and women o{the BGpD and BGpD for being outstanding friends o{the Loeb family. There has been most incredible support over the pum1 6 vvcckm. On bcbuJ{of the l.ohc family, we appreciate the support from all. CHIEF and TRUSTEE REPORTS: POLICE DEPARTMENT A. Cbic{BuJinmki reported on officer was on|iab1 doh/ and one officer was having additional tests 10 determine next steps intreatment. B. Chief Balinski indicated that the department was looking at a candidate#3 on the PO list 10 fill the vacant CS()position. This approach to looking at cuodidu1cm on the p(}list has been mocccmm{o| in the past. C. Chief BuJinmki reported that i{you are u certified police officer inMichigan you will require only X0 hours o{training 1obc certified inIllinois. D. Chief Balinski thanked the Commissioners for their involvement in the recent Sergeant testing process. The test was very practical, less theoretical and he received good feedback on the test. He reported that all the PPR packets have been delivered and 21 officers took the Sergeant exam. FIRE DEPARTMENT A. Chief Vavra thanked the Board, Commissioners, and staff for attending the swearing in ceremony. It was an unbelievable feeling to watch the families and was a fabulous turn out. B. Chief Vavra reported that the three new firefighters have started and are doing well. C. Chief Vavra noted that the open house brought many into the building which was very good and allowed for focused demonstrations. All three new FF/PM attended the event. D. Chief Vavra reported one firefighter was on light duty. E. Chief Vavra noted that on Friday October 7, at 7 p.m., there will be a retirement party at the Arboretum for all of those recent retirees. TRUSTEE REPORT A. Trustee Trilling noted that everyone had a good time at the Fire Department open house and was very well attended even in the rain. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Chairman Viehman reported that NIPSTA will continue to do CPAT testing and that they have added the ladder element to the CPAT test in order to comply with the new law. Many different opinions and interpretations continue with reference to Public Act 97-0251. The main issues appear to be the mean score +10% issue, when does military trump all, and the normalization of the lists. He indicated that we will wait to change our rules until we get insight from other communities currently in the process. B. The Fire Department is reviewing three candidates. The next fire academy is scheduled at NIPSTA on January 16, 2012. C. The Police Sergeant written testing has been completed. The test is currently being reviewed and validated. The PPR's have been started and oral interviews are next. Chairman Viehman handed out the oral test schedule for the Commissioners to review. There will be 12 interviews on Saturday, October 22, starting at 8:15 a.m. There will be 9 interviews on Sunday, October 23, starting at 8:45 a.m. Each candidate will be given a handout at the beginning to read before the interview. NEW BUSINESS: A. Police Officer candidate review(s) and the FF/PM candidate review(s) will be held during executive session. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(a)] for the purpose of Employment/Appointment matters. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:40 p.m. EXECUTIVE SESSION: The executive session was called to order at 7:43 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Art Malinowski. Discussions on final hiring of Police Officer candidate#2 and discussions on final hiring of FF/PM candidate #20 occurred. At 7:55 p.m. a motion was made by Commissioner Dibbern, seconded by Commissioner Lukatsky to adjourn the executive session. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. RETURN TO OPEN SESSION: The open session resumed at 7:55 p.m. All commissioners and HR Director Malinowski were present. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(a)] for the purpose of reviewing oral interview questions. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:55 p.m. REOPEN EXECUTIVE SESSION: The executive session was called to order at 7:55 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Art Malinowski. Sergeant oral interview questions were discussed and finalized. At 8:10 p.m. a motion was made by Commissioner Dibbern, seconded by Commissioner Loeb to adjourn the executive session. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. RETURN TO OPEN SESSION: The open session resumed at 8:10 p.m. for the purpose of making position offers. All commissioners and HR Director Malinowski were present. Police Officer Candidate# 2: Wade H Clark. A motion was made by Commissioner Lukatsky, seconded by Commissioner Dibbem, to make a final offer of employment to Police Officer Candidate Clark. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate# 20: Joshua R. Himmelspach. A motion was made by Commissioner Dibbern, seconded by Commissioner Lukatsky, to make a final offer of employment to FF/PM Candidate Himmelspach. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment.
