Minutes of Regular Meeting November 1, 2011
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief's Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Police
Chief Steve Balinski, Fire Chief Terry Vavra, Police Commander Szos, and HR Director Art
Malinowski.
APPROVAL OF MINUTES:
A. Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting
of October 4, 2011, seconded by Commissioner Lukatsky. The motion was approved by
a voice vote.
CHAIRMAN'S REPORT:
Chairman Viehman offered no report from the chair.
COMMISSIONER'S REPORTS:
The Commissioners present had no new news to report.
TRUSTEE REPORTS:
FIRE DEPARTMENT
A. Chief Vavra apologized to the Commissioners for his error for not notifying
the Commissioners of the Firefighter of the Year presentation. He has created
a separate email group and going forward the Commissioners should receive
all notifications.
B. Chief Vavra reported that 4 firefighters are off or will be off on medical leave.
C. Chief Vavra reported that over 100 calls were made to 400 Dundee Road
since Sept.27, averaging 5 calls per day. The elevator went out and the
residence had no way to go up and down. The management company will be
making a donation to the department for their efforts.
D. Just a reminder to change your clocks and batteries in your smoke/CO2
detectors this Sunday.
E. Chief Vavra said it is Taco Tuesday on November 15 at Grande Jakes and
15% of the sales will go to the United Way.

F. Chief Vavra reported that one FF/PM is ready to go to the academy on
January 16, 2012.
POLICE DEPARTMENT
A. Chief Balinski reminded the Commissioners of the departmental meeting on
Wednesday, November 2 at 8:00 at the Schwaben Center.
B. Chief Balinski reported that one officer is off on medical with heart surgery,
one officer is on light duty but should return in a few days, two officers just
returned to work off of medical, and one officer is on light duty for the next
10 -12 months. CSO McCormick and and Officer Gozdecki were recently
married and Officer Lowenberg just became a father.
C. Chief Balinski reported the following changes to staff: Sgt. Rodriguez will be
moving to Traffic, Sgt. Gallagher to Investigations on Jan 1, and Officer
Kondrat will be going to LCMCTF replacing Sgt. Nugent.
D. Chief Balinski noted that on Tuesday, December 6, at 6:30 p.m., Wade Clark
will be sworn in as a new officer. He also reported that the number 3
candidate on the list, Ross Valstyn, has been hired as a C.S.O. and will report
on December 5, 2011.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. The Sergeant written test was taken on October 1 and posted October 24. The scores
were disappointingly low as compared to three years ago. The scores ranged from 53-88
with a mean score of 68.248, 9 points lower than the last test. The test was validated by
the command staff and four questions were modified. Two questions were allowed two
correct answers and 2 questions allowed for four correct answers. Those who took the
test thought that the test was very practical. There were 4 scores in the 50's, 9 scores in
the 60's, 5 scores in the 70's and 3 scores in the 80's.
B. Seniority Points were posted on October 24, 2011. All but 3 candidates receive the
maximum of 5 points.
C. On October 22/23, oral interviews were conducted for the 21 candidates. The
Commissioners were very pleased with candidate presentations during the oral
interviews. Every candidate read the introduction prior to the interview and they were
asked an opening question off of their resume. Each candidate was then asked 10
questions which were scored by each Commissioner. The scores by each Commissioner
were averaged to represent the candidate's final score.
D. Commissioner Dibbern noted that the group was very mature and professional and
noticeably improved from the prior test cycle. Commissioner Karge noted that receiving
the resume early really helped the process.

E. Chief Balinski noted that all PPR's have been submitted to the Chief and are in sealed
envelopes. Commissioner Loeb asked to review the process. Basically the PPR's and
written scores are the major factors in the final score. The PPR is 45% of the total score
and the Written and Oral are 25% each. It was noted that the Command staff stresses the
PPR's and they have been clustered high in the past. The reading list was published early
in the process and there was plenty of time to study. The written test really separates the
group. Commissioner Loeb noted that he just wanted to be able to defend the process
and he thinks it is a good fair process. The other Commissioners agreed.
NEW BUSINESS:
A. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2011 Police Sergeant Seniority List dated October 24, 2011. Commissioners
Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion
passed.
B. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2011 Police Sergeant Written Test Scores dated October 24, 2011.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the
motion. The motion passed.
C. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2011 Police Sergeant Oral Interview Scores dated November 1, 2011.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the
motion. The motion passed.
ADJOURNMENT OF OPEN SESSION:
A motion was made by Commissioner Dibbern, seconded by Commissioner Lukatsky, for the
Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois
Open Meetings Act [5ILCS 120/2(a)] for the purpose of Employment/Appointment matters.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The
motion passed. Open session was adjourned at 7:30 p.m.
EXECUTIVE SESSION:
The executive session was called to order at 7:34 p.m. Present were Chairman Viehman,
Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Art Malinowski. Discussions
on the conditional hiring of FF/PM candidates#21, #22, and#26 occurred. At 7:55 p.m. a
motion was made by Commissioner Lukatsky, seconded by Commissioner Dibbern to adjourn
the executive session. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in
favor of the motion. The motion passed.
RETURN TO OPEN SESSION:
The open session resumed at 7:55 p.m. for the purpose of making conditional offers. All
commissioners and HR Director Malinowski were present.

Firefighter/Paramedic Candidate# 21: Ryan K McCarthy. A motion was made by
Commissioner Lukatsky, seconded by Commissioner Karge, to make a conditional offer of
employment to FF/PM Candidate McCarthy. Commissioners Karge, Loeb, Lukatsky, Dibbern
and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact
the candidate and make the conditional offer of employment.
Firefighter/Paramedic Candidate# 22: John J Gray. A motion was made by Commissioner
Dibbem, seconded by Commissioner Karge, to make a conditional offer of employment to
FF/PM Candidate Gray. Commissioners Karge, Loeb, Lukatsky and Dibbem voted against the
motion. Chairman Viehman voted in favor of the motion. The motion failed. The candidate
will not be made an offer.
Firefighter/Paramedic Candidate# 26: Scott A Wood. A motion was made by Commissioner
Karge, seconded by Commissioner Dibbern, to make a conditional offer of employment to
FF/PM Candidate Wood. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted
in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and
make the conditional offer of employment.
ADJOURNMENT:
A motion was made by Commissioner Loeb, seconded by Commissioner Lukatsky, to adjourn
the meeting at 8:00 p.m. The motion was approved by voice vote
