Commissioner Oibborn called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viohman. Commissioners Kargo. Loeb, and Oibborn. Not present was Commissioner Lukatsky. Also in attendance were Police Chief Steve Ba|inski, Fire Chief Vavra, Police CommandorSzos. HR Director Art Ma|inovvski. and Trustee Liaison Steve Trilling. APPROVAL 0FMINUTES: A. Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of January 3. 2011. seconded by Commissioner Kargo. The motion was approved bya voice vote. CHAIRMAN'S REPORT: Chairman Viohman offered no report from the chair. COMMISSIONER'S REPORTS: The Commissioners present had no new news toreport. CHIEF AND TRUSTEE REPORTS POLICE DEPARTMENT A. Commander Szos reported that one officer will boon light duty next week and another officer is scheduled for surgery in two weeks. B. Chief Balinski noted that on Monday March 5, the Police Officer of the Year, Frank Horbus will bo honored at the Village Board Meeting. Effie Harris will also receive a special accommodation. FIRE DEPARTMENT A. ChiofVavra reported that one FF/PM is on light duty and most likely will require surgery. B. Chief Vavra and Chairman Viehman will attend a FF Hiring Bill Seminar on February 17 and they hope to bring back new insight into the process. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. The Hearing of Appeal of Suspension has been continued again due to an illness and is now scheduled for 4:00p. m. on March 8. 2012. B. ChairmanViohmanhandodoutaoopyoftho ^Oraft'' updatotoourRu|osandRogu|ationsfor review. He will also send a draft out tothe Fire and Police Commissioners Association and Village attorneys for review. This version is more generic past versions and will allow more flexibility in providing specific guidelines for each process. Chairman Viohman asked the Commissioners for their feedback. C. Chairman Viehman reminded all of the Fire Lieutenant Oral Interviews scheduled for Saturday Fobruary18. The Tactical will bo conducted on March 17. O. Chief Vavra reported that one FF has withdrawn his name for Lieutenant consideration. Hoisa candidate for surgery. NEW BUSINESS: A. Scheduling of FF/PM Testing Process 2012 a. The advertisement has been posted on the Village Website. An ad will be running in the Daily Herald this Sunday and is also advertised in the Blue Line. b. The Written Examination is scheduled for April 28, 2012 at BGHS. c. Orientations will be held at 9:00 a. m. on March 31 and at 7:00 p. m. on April 5, 2012 at Village Hall. B. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to approve the 2012 Firefighter/Paramedic Guidelines (dated 1/12/12), as amended. The motion was approved by a voice vote. C. A motion was made by Commissioner Karge, seconded by Commissioner Loeb, to approve the Fire Lieutenant Seniority and Ascertained Merit points. The motion was approved by a voice vote. The seniority and ascertained merit postings will be posted on February 8, 2012 by Fire Department personnel. D. The Fire Lt. Interview process will begin at 8:00 a.m. and will last until 2:30 p.m. Names were randomly drawn for schedule times. Tactical slots were also randomly chosen. Chairman Viehman will send the completed lists to Chief Vavra for posting. Chief Vavra would like to sit in on all of the tactical assessments depending on union agreement. E. A Police Officer promotional ceremony is tentatively scheduled for March 19, 2012 at 6:30 p.m. pending a confirmed retirement. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [51LCS 120/2(a)] for the purpose of Employment/Appointment matters. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. The motion passed. Open session was adjourned at 7:54 p.m. EXECUTIVE SESSION: The executive session was called to order at 8:00 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Dibbern and HR Director Art Malinowski. Discussions on the final hiring of FF/PM candidates#30 and #32 occurred. Discussions on the conditional hiring of Police Officer Candidate #3 occurred. At 8:27 p.m. a motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, to adjourn the executive session. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. The motion passed. RETURN TO OPEN SESSION: The open session resumed at 8:28 p.m. for the purpose of discussing Executive Session Tapes and FF/PM and Police Officer candidates. Present were Chairman Viehman, Commissioners Karge, Loeb, Dibbern, and HR Director Malinowski. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to maintain the confidentiality of the audio-taped discussions of all prior closed sessions of the Commission as they currently exist. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. The motion passed. Firefighter/Paramedic Candidate#32: Chad McCormick. A motion was made by Commissioner Loeb, seconded by Commissioner Karge, to make a final offer of employment to FF/PM Candidate McCormick. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate#30: Tony Deram. A motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, to make a conditional offer of employment to FF/PM Candidate Deram. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor the motion. The motion passed. Chairman Viehman will contact the candidate and make the conditional offer of employment. Police Officer Candidate #3: Ross Valstyn. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to make a conditional offer of employment to Police Officer Candidate Valstyn. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the conditional offer of employment.
