Minutes of Special Meeting March 23,2012
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 4:30 p.m. by Chairman Viehman in the Chief's Conference Room of the Village
of Buffalo Grove Police Department. Chairman Viehman, acting as Secretary,called the roil and noted for the
record that a quorum was present at the meeting. Present were Chairman Viehman,Commissioners Karge and
Loeb.
NEW BUSINESS:
A motion to suspend the regular meeting agenda was made by Commissioner Loeb, seconded by Commissioner
Karge. A voice vote was taken and the motion passed.
ADJOURNMENT OF OPEN SESSION:
The Chair entertained a motion for the Commission to adjourn to a Closed Executive Session as authorized by
Subsection 2(a)of the Illinois Open Meetings Act[5ILCS 120/2(a)] for the purpose of Employment/Appointment
matters. Commissioner Karge made the motion, seconded by Commissioner Loeb. Commissioners Karge,Loeb,
and Viehman voted in favor of the motion. The open session was adjourned at 4:33 p.m.
EXECUTIVE SESSION:
The executive session was called to order at 4:34 p.m. Present were Chairman Viehman,Commissioners Karge and
Loeb. A discussion of Police Officer candidates#3 and#4 occurred, as well as discussion of Firefighter/Paramedic
candidate#36. At 5:00 p.m. a motion was made by Commissioner Karge and seconded by Commissioner Loeb to
adjourn the executive session. All Commissioners present voted in favor of the motion. The executive session was
adjourned.
RETURN TO OPEN SESSION:
The special meeting session was re-opened with a call to order at 5:01 p.m.for the purpose of making position
offers.
Police Officer Candidate#3: Ross Valstyn. The chair called for a motion to offer final employment to
the candidate. In the absence of a motion from the Commissioners,no action on making a final offer of
employment was resolved.
Police Officer Candidate#4: Michael Carlson. A motion was made by Commissioner Loeb, seconded by
Commissioner Karge to make a final offer of employment to police officer candidate Carlson.
Commissioners Karge,Loeb, and Viehman voted in support of the motion. The motion was approved.
Chairman Viehman will contact the candidate and make the final offer of employment and schedule an
appointment ceremony for Monday,March 26,2012 at 7:00 p.m.
Firefighter/Paramedic Candidate#36: Gerald Baumgartner. A motion was made by Commissioner Karge,
seconded by Commissioner Loeb,to make a final offer of employment to firefighter/paramedic candidate
Baumgartner. Commissioners Karge,Loeb and Viehman voted negative(nay)on the motion. The motion
failed to be approved. Chairman Viehman will notify the candidate that his conditional offer of
employment is revoked as he did not fulfill the conditions for final employment and his position candidacy
is thereby terminated.
ADJOURNMENT:
There being no further business to come before the Commission,the meeting was adjourned by the Chair at 5:08
p.m.
