Minutes of Regular Meeting May 1, 2012
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:02 p.m. by Chairman Viehman in the Chief's Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbem. Also in attendance were Fire
Chief Vavra, Police Commander Szos, Deputy Fire Chief Postma and HR Director Art
Malinowski. Guests included Fred Rafilson, Ph.D. and Rina Zito of Industrial/Organizational
Solutions, Inc.
APPROVAL OF MINUTES:
A. Commissioner Lukatsky made a motion to approve the minutes of the BFPC Regular
Meeting of April 3, 2012, seconded by Commissioner Loeb. Commissioners Karge,
Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman thanked Mr. Rafilson and Ms. Zito for their help in administering the
Firefighter examination and asked Mr. Rafilson to summarize the testing results. Mr.
Rafilson reported that 271 candidates took the test. The unadjusted mean score was
89.01. The mean plus 10% score was 97.91 which resulted in 52 unadjusted candidates.
The standardized mean score was 70. The standardized mean plus 10% score was 77 or
the "passing" score. There were 75 candidates with a standardized score of 77 or more.
The list contains 75 candidates. There were 27 candidates with a perfect unadjusted
score of 100. This seemed very high to the Board. Mr. Rafilson reported that this test
was validated and noted that based on his experience this group of candidates tested well
above the average and that that this group should be very good. Mr. Rafilson and Ms.
Zito explained what their company, I/O Solutions, offers and handed out information to
the Commissioners for their review. They are a national testing company, and offer full
services including hiring, promotional and assessment centers.
B. Chairman Viehman thanked the Fire Department and CERT volunteers for their help in
the second orientation and on Saturday for the testing.
COMMISSIONER'S REPORTS:
The Commissioners present had no new news to report.

CHIEF AND TRUSTEE REPORTS
POLICE DEPARTMENT
A. Commander Szos reported that 7 officers were on light duty.
FIRE DEPARTMENT
A. Chief Vavra reported 2 firefighter/paramedics were off duty due to medical
issues.
B. Chief Vavra reported that the new FF/PM's were making very good progress
every single day. They are top notch and not only have good firefighter skills
but also are good people.
C. Chief Vavra noted that a new radio system from Motorola will be installed for
the Police and Fire Departments during the 4th quarter of 2012.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Chairman Viehman discussed the future of the FF/PM oral interview process. He noted
that 27 candidates recorded a score of 100. Preference points will be added first and ties
decided by a draw. There will be 6 openings by the end of the year. It was decided that
the first 10 candidates will be interviewed after the list is posted. There is some
opportunity for developing creative questions for the oral interview as well as standard
questions.
B. The Lieutenant written testing process is complete. The preliminary process scoring is
done except for preference points. Commissioner Loeb noted that it would be a healthy
process to understand the good,bad and ugly from the Lieutenant testing. It would be a
useful exercise to meet with the 15 candidates to discuss the best/worst aspects of the
process. It would be a good opportunity for the candidates to express opinions.
Chairman Viehman agreed that this would be helpful. Chief Vavra said this was a great
idea and could release some of the "weight" off their shoulders. He thinks that we will
hear a need for change in the balance of testing and it shows the commitment of the
Board to the process. How can we get better next time? After the final list is posted in
June we will review the process with the candidates.
NEW BUSINESS:
A. A motion was made by Commissioner Lukatsky, seconded by Commissioner Loeb, to
approve the election of Jane Dibbern as BFPC Secretary for a one year term. The motion
was approved by a voice vote.
B. A motion was made by Commissioner Loeb, seconded by Commissioner Karge, to
approve the 2012 Fire Lieutenant Candidate Written Test Scores. Commissioners Karge,
Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed.
C. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to
approve the Fire Lieutenant Preliminary Eligibility Register, dated May 3, 2012.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the
motion. The motion passed.

D. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2012 Firefighter/Paramedic Written Test Scores. Commissioners Karge,
Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed.
All 271 candidate scores will be posted by ID number.
E. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2012 Firefighter/Paramedic Preliminary List. Commissioners Karge, Loeb,
Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed.
F. Action is tabled on Police Officer candidates. A Special Meeting will be held on May 15,
2012, at 4:30 p.m. to discuss Police Officer candidates.
G. The Regular Meeting of the BFPC Commission is rescheduled from June 5, 2012 to June
12, 2012.
H. A motion was made by Commissioner Loeb, seconded by Commissioner Karge, to
declare the current Firefighter/Paramedic Eligibility List with the expiration date of
7/23/2012 exhausted. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman
voted in favor of the motion. The motion passed.
ADJOURNMENT:
A motion was made by Commissioner Lukatsky to adjourn the meeting at 8:52 p.m., seconded
by Commissioner Dibbern. The motion was approved by voice vote
