Buffalo Grove,11 CiCI(89 2196 Ixhtre'e 847 4139 21317 F.ax 847,459..7906 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting September 4, 2012 CALL TO ORDER and ROLL CALL: The meeting was called to order at 7:01 p.m. by Chairman Viehman in the Chief's Conference Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky and Dibbern. Also in attendance were Fire Chief Vavra, Police Chief Balinski, HR Director Art Malinowski, and Village Liaison Trustee Trilling. APPROVAL OF MINUTES: A. Commissioner Loeb made a motion to approve the minutes of the BFPC Regular Meeting of August 7, 2012, seconded by Commissioner Karge. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: Chairman Viehman had no new news to report. COMMISSIONER'S REPORTS: Commissioner Dibbern asked the Board to set the January 2013 meeting date. It was determined that the January meeting will be held on January 8, 2013. CHIEF AND TRUSTEE REPORTS POLICE DEPARTMENT A. Chief Balinski reported that four officers are off on medical. Officer Hansen is on FMLA(new baby) and will be returning in a couple of weeks and will be assigned to the Rouse Burglary Task Force. B. Chief Balinski is waiting for authorization for a sergeant promotion. C. Chief Balinski reported that the three new recruits are doing very well and are on target to graduate on September 28. D. Chief Balinski noted that Commander Szos has graduated from the Executive Management Course at Northwestern. E. Chief Balinski reported no significant issues during Buffalo Grove Days. F. Deb Chrobak retirement luncheon will be held at 11:30 on 9/5/12. G. The next power test is 9/26/12 so we need to swear in the new officer prior to this date provided the candidate is approved at tonight. Chairman Viehman will confirm the date and time. FIRE DEPARTMENT A. Chief Vavra noted that on September 22th from 10:00 a.m. to 2:00 p.m. the department will be holding an open house at Station 26. B. Chief Vavra reported that the Firefighter of the Year will be awarded in October at a Village Board meeting. C. Chief Vavra also reported no major issues during BG Days. D. Chief Vavra has potentially three new firefighters that will need to be sworn in. Chairman Viehman will confirm the date and time. 1III: ge TRUSTEE REPORT Trustee Trilling had no news to report. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. A review of the Eligibility Lists for Police Officer and FF/PM were reviewed B. Chairman Viehman asked if there were any issues or questions with regards to the Open Meeting Act Training recently taken by all the Commissioners. NEW BUSINESS: A. Discussion on actions of conditional hires will be discussed in executive session. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Lukatsky, seconded by Commissioner Karge, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a)of the Illinois Open Meetings Act [51LCS 120/2(a)] for the purpose of reviewing personnel information. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:29 p.m. EXECUTIVE SESSION: A. The executive session was called to order at 7:33 p.m. Present were Chairman Viehman, Commissioners Karge, Loeb, Lukatsky, Dibbern and HR Director Malinowski. Discussions on the conditional hiring of FF/PM candidate#5 and the conditional hiring of Police Officer candidate #17 occurred. Discussions on the final hiring of Police Officer candidate#12 and the final hiring of FF/PM #1, #2, and#3 occurred. At 7:42 p.m. a motion was made by Commissioner Lukatsky, seconded by Commissioner Dibbern to adjourn the executive session. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. RETURN TO OPEN SESSION: The open session resumed at 7:42 p.m. for the purpose of taking action on candidates. Police Officer Candidate# 12: Falon-Jocquet Adams. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to make a final offer of employment to Police Officer Candidate Adams. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate# 1: Alfredo A. Caballero. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to make a final offer of employment to FF/PM Candidate Caballero. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate#2: James R. Carroll. A motion was made by Commissioner Lukatsky, seconded by Commissioner Loeb, to make a final offer of employment to FF/PM Candidate Carroll. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate#3: Nichlaus J Wehrheim. A motion was made by Commissioner Dibbern, seconded by Commissioner Loeb, to make a final offer of employment to FF/PM Candidate Wehrheim. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Firefighter/Paramedic Candidate#9: Kyle N. Liceaga. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to make a conditional offer of employment to FF/PM Candidate Liceaga. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted against the motion. The motion is denied. The candidate will not be made an offer. 21II: age: Police Officer Candidate# 17: Michael J. Schaefer. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to make a conditional offer of employment to Police Officer Candidate Schaefer. Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted against the motion. The motion is denied. The candidate will not be made an offer.
