Minutes of Regular Meeting February 5, 2013
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief's Conference Room of
the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the
record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners
Karge, and Dibbern. Not in attendance were Commissioners Loeb and Lukatsky. Also in attendance
were Police Chief Balinski, Deputy Police Chief Husak, Fire Chief Vavra, Trustee Liaison Trilling, HR
Director Malinowski and Mrs. Joan Karge.
APPROVAL OF MINUTES:
A. Commissioner Karge made a motion to approve the minutes of the BFPC Regular Meeting of
December 4, 2012, seconded by Commissioner Dibbern. Commissioners Karge, Dibbern and
Viehman voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman noted that Commissioner Lukatsky has returned to Florida and will be back in
April. He also noted that Commissioner Loeb is home and to wish him the best and to please
keep him in our thoughts and prayers.
B. Chairman Viehman noted that the Village Volunteers Recognition Event will be held on Sunday
February 24 at the Arboretum. Please RSVP to S. Levy.
C. Chairman Viehman reported that he met with Chief Balinski and Chief Vavra in January to review
the status of their new hires. All officers and firefighters are doing well. The three new police
officers have been released from the FTO process. Officer Falon-Adams has passed the
academy and is in the FTO program. He also noted that there will be a staffing realignment study
in the near future.
D. Chairman Viehman gave the Commissioners a copy of the Annual Committee Report of Activities
as presented to the Village Board.
E. Chairman Viehman noted that there will be no Open Meeting Act testing for Commissioners this
year. Only the Chair has an annual testing requirement.
COMMISSIONER'S REPORTS:
The Commissioners present had no new news to report.
CHIEF AND TRUSTEE REPORTS
POLICE DEPARTMENT
A. Chief Balinski reported that Officer Adrian Jigalov has received this year's officer of
the year award for combined effort in DUI, Speed and Occupant Protection. He will
receive a special award on March 4, 2013. The following officers received
recognition in the Traffic Safety and Enforcement programs:
a. Speed Enforcement—Officers Mills, Smith, De La Paz, Cpl. Lowenberg,
Officer Derken
b. DUI —Officers Dimeler, Jigalov, Hansen, Hawkins, and Baron
c. Occupant Protection —Sgt. Goldstein, Officers Sepot, Jigalov, Turano and
Sgt. Rodriguez
d. Achievement Awards— DUI and Citation Milestones
i. 50 DUI Arrests—Officers Hawkins and Hansen
ii. 25 DUI Arrests—Officer Schlenker
iii. 1000 Speed Citations—Officers Horbus and Baron
B. Chief Balinski reported one officer is on light duty and one officer is off on medical.
C. Chief Balinski noted that Deputy Chief Husak has earned his certification in
Management and Leadership from the Illinois Police Chief Association. This is a four
month voluntary program. Upon completion the officer becomes Certified Eligible for
the position of Police Chief. Deputy Chief Husak also received his Masters from NIU
in December.
FIRE DEPARTMENT
A. Chief Vavra reported that a patient experienced a seizure and when coming out of
the seizure he bit a medic in the face. The medic was back to work on the next shift
and suffered no lingering effects. The medic reacted very professionally over the
incident.
B. Chief Vavra noted that there have been three union negotiation meetings and it has
so far been a cooperative environment.
TRUSTEE REPORT
A. Trustee Trilling reported that the Village Board in advance of hiring a new Police
Chief initiated an assessment study to determine staffing needs for the Police
Department. The cost of the study is not to exceed $24,000 and the results should
be released in three months. February 22 is the deadline to apply for the Police
Chief position.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Chairman Viehman noted that the Police Officer Mandatory Orientation will be held on Saturday,
March 9, 2013 and Tuesday, March 12, 2013. The written test will be held on May 18, 2013.
B. Discussions occurred on whether to continue to self-test or consider using an outside consultant.
The pros/cons were discussed and consensus was to continue to self-test as long as we are able
to get volunteers to assist in the monitoring of the test and that the scan testing machine was
available.
NEW BUSINESS:
A. Chairman Viehman provided the Board with a Police Officer Application Information Packet that
was published. He has a number of inquiries (29)and has replied to all the questions.
B. Chairman Viehman handed out a copy of the introduction to the newly published Commissioners
manual. He noted that the new manual is very well written.
C. Chairman Viehman reported that he is in the process of revising the Rules and Regulations as
the Board has previously discussed. Chairman Viehman hopes to have a draft available at the
March meeting. He noted that both Chief Balinski and Chief Vavra are supportive on this new
approach.
ADJOURNMENT:
A motion was made by Commissioner Karge to adjourn the meeting at 7:45 p.m., seconded by
Commissioner Dibbern. Commissioners Karge, Dibbern and Viehman voted in favor of the motion. The
motion passed.
