Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Loeb, and Dibbern. Not in attendance was Commissioner Lukatsky. Also in attendance were Interim Police Chief Husak, Police Commander Szos, Fire Chief Vavra, Trustee Liaison Trilling, and HR Director Malinowski. APPROVAL OF MINUTES: A. Commissioner Karge made a motion to approve the minutes of the BFPC Regular Meeting of February 5, 2013, seconded by Commissioner Dibbern. Commissioners Karge, Dibbern and Viehman voted in favor of the motion. Commissioner Loeb abstained. The motion passed. CHAIRMAN'S REPORT: A. Chairman Viehman reported that Chief Balinski was escorted out of town today, his last day of employment with the Village of Buffalo Grove. A letter was sent to him on behalf of the Board thanking him for his work with the Board through the years. Chairman Viehman welcomed Interim Chief Husak and let him know to feel free to call us if he needs anything. B. Chairman Viehman noted that Sgt. Scott Eisenmenger was this year's police department employee of the year which is sponsored by the Buffalo Grove Rotary. Also receiving special commendations were Cmdr. Tom Reed and civilian employee Effie Harris. C. Chairman Viehman reminded the Board of the association meeting being held in Springfield on May 3-5. Please let him know if anyone wants to attend. D. Chairman Viehman reminded the Board that the Economics Statement must be completed by May 1. He asked Interim Chief Husak to touch base with Commissioner Lukatsky for completion. COMMISSIONER'S REPORTS: A. Commissioner Loeb thanked everyone for the outpouring of support he and his family has received while he was in the hospital. It meant the world to him and his family. He feels he has three loving families; blood, work and Buffalo Grove. B. Commissioner Karge thanked Chairman Viehman for the correspondence representing the Board to Chief Balinski. CHIEF AND TRUSTEE REPORTS POLICE DEPARTMENT A. Interim Chief Husak welcomed Commander Szos back to work after graduating on March 22 from the FBI National Academy Program in Quantico VA. The department is very proud of him and he did a great job. Commander Szos noted that the 10 week program included both mental and physical components. There were 260 candidates from 49 different states and 27 countries represented. He thanked Interim Chief Husak for attending his graduation ceremony. B. Interim Chief Husak noted that one officer is back to full duty and another is on desk duty due to a back injury. C. Interim Chief Husak reported that Sgt. Rodriguez is attending Staff and Command school at Northwestern. FIRE DEPARTMENT A. Chief Vavra reported that Illinois Comptroller Judy Barr Topinka honored Women's History Month on March 19 by making Wendy Durkin one of 15 recipients of a plaque for females who have achieved rank in a fire department. B. Chief Vavra invited the Board to a side by side sprinkler demonstration on April 29 at 6:30 at Village Hall. C. Chief Vavra reported that the State has had a change in regulations requiring by 2015 that all FFII will need to retrained and certified as a Basic FF. New classes will be necessary to be re-certified as a Basic FF. This was driven by the State Fire Marshall Office desire to modernize the curriculum. TRUSTEE REPORT A. Trustee Trilling had no new news to report. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Chairman Viehman reviewed the Guideline for Entry Level Police Officer Testing as proposed for review at the March 5, 2013 meeting. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to approve the Guideline for Entry Level Police Officer Testing. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion. Motion passed. B. The Police Officer orientations held on March 9 and March 12 resulted in 355 applications. There were 47 inquiries that came in electronically and were addressed. One candidate is from Florida and is in the process of completing the program which has a very intense physical training component. Chairman Viehman asked Commander Szos to review this program for any enhancements that need to be addressed in the current power test program. Chairman Viehman noted the recruiting team headed by Sgt. Spolar did a great job. The process was very efficient in collecting and returning materials. A list of attendees is still needed from Sgt. Spolar. C. Chairman Viehman also noted that we need to update the video for the next cycle. NEW BUSINESS: A. Chairman Viehman reminded the Commissioners that the written test for Police Officers will be held on May 18, 2013 at 9:00 am at the high school. The recruitment team will be needed for registration and we will need volunteers for monitoring the test. The tests will be scored on site. The test takes 1:45 minutes with another 25 minutes for the pre-test. B. Chairman Viehman noted the Oral Interviews will be held on August 9, 2013. C. Chairman Viehman reviewed the Draft Rules and Regulations and asked that any comments be sent to him as soon as possible. ADJOURNMENT: A motion was made by Commissioner Karge to adjourn the meeting at 7:45 p.m., seconded by Commissioner Loeb. Commissioners Karge, Loeb, Dibbern and Viehman voted in favor of the motion.
