Minutes of Regular Meeting August 6, 2013
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:01 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Loeb, Lukatsky, and Dibbern. Also in attendance were Police
Chief Casstevens, Fire Chief Vavra, Trustee Liaison Trilling, and HR Director Malinowski.
APPROVAL OF MINUTES:
A. Commissioner Lukatsky made a motion to approve the minutes of the BFPC Regular
Meeting of July 2, 2013, seconded by Commissioner Karge. Commissioners Karge,
Lukatsky, Dibbern and Viehman voted in favor of the motion. Commissioner Loeb
abstained. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman had no new news to report.
COMMISSIONER'S REPORTS:
A. Commissioner Loeb thanked the fire department for their professionalism in transporting
him to the hospital. He also thanked the Board for the get well card he received and he
appreciated the card more than we can imagine.
CHIEF AND TRUSTEE REPORTS
FIRE DEPARTMENT
A. Chief Vavra reported that a Fund Raiser will be held for Ryan McCarthy on
Sunday August 25th from 11 am-4pm at Eddies in Arlington Heights, 10 E
Northwest Hwy. Ryan was diagnosed with B-cell Non-Hodgkin's Lymphoma
and will be receiving treatments at Northwestern Hospital. The money raised
will help with family expenses. One other FF/PM is off on medical.
B. Chief Vavra reported that Lt. Kent Brecht will be retiring August 17th. He
also reported DIM George Michehl will be retiring on August 9th. There also
is a possibility of extending BC Joe Wieser's retirement date.
POLICE DEPARTMENT
A. Chief Casstevens reported that Sgt. Parkinson will be retiring October 5, 2013.

TRUSTEE REPORT
A. Trustee Trilling reported that discussions are being held on the 2014 Village
Budget as reported in the press. They are looking at both revenues and
expenses and are also looking at a 5 Year Program to keep the village in a
good financial position.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Commissioner Loeb noted that the Police Officer Mt. Prospect Consortium Testing was
filled to capacity. They only have one day and time for orientation.
B. Chairman Viehman reported that we have received the candidates' claims for preference
points and the points have been applied.
C. Chairman Viehman reviewed the PO Candidate Final Eligibility Register.
D. Chairman Viehman has received feedback from Attorney Broihier on the Rules and
Regulations. His main advice was to stay as close to the statue as much as possible. The
Rules need to be clarified as to it is the Board's responsibility to end the probationary
period and the Chiefs responsibility to justify the end of probation. The Board then
informs and ends the process. Attorney Broihier was very complementary on the draft
he reviewed. Chairman Viehman will send out electronically a revised version.
NEW BUSINESS:
A. A motion was made by Commissioner Loeb, seconded by Commissioner Karge, to
approve the 2013 Police Officer Candidate Award of Preference Points as presented.
Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman voted in favor of the
motion. The motion passed.
B. A motion was made by Commissioner Loeb, seconded by Commissioner Dibbern, to
approve the 2013 Police Officer Final Eligibility Register, (effective August 5, 2013,
expires August 5, 2015). Commissioners Karge, Loeb, Lukatsky, Dibbern and Viehman
voted in favor of the motion. The motion passed.
C. Mr. Malinowski can now send out letters with the final register. The Police Officer
testing process is now completed. This list expires August 5, 2015.
ADJOURNMENT:
A motion was made by Commissioner Lukatsky, seconded by Commissioner Karge, to adjourn
the meeting at 7:26 p.m. The motion was approved by voice vote.
