Minutes of Regular Meeting October 1, 2013
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Lukatsky, and Dibbern. Also in attendance were Police Chief
Casstevens, Fire Chief Vavra, and HR Director Malinowski. Not in attendance was
Commissioner Loeb.
APPROVAL OF MINUTES:
A. Commissioner Karge made a motion to approve the minutes of the BFPC Regular
Meeting of September 3, 2013, seconded by Commissioner Lukatsky. Commissioners
Karge, Lukatsky, Dibbern and Viehman voted in favor of the motion. The motion
passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman deferred to Commissioner Lukatsky. Commissioner Lukatsky
announced his resignation from the Board of Fire and Police Commissioners. He noted it
was an honor and privilege to serve on the Board and appreciated the leadership of
Chairman Viehman. He will be spending time in Florida and he could not perform the
duties related to Board functions from October through April. Chairman Viehman
thanked Commissioner Lukatsky for his service and presented him a letter of
congratulations. Chairman Viehman has discussed the vacancy with Mr. Bragg and there
should be an appointment made reasonably soon, until April 30, 2014. He will also
provide a list of characteristics needed for the Commissioner role, to keep in mind for
applicants.
B. Chairman Viehman reported that a retirement party will be held for Sgt. Parkinson at the
Continental Restaurant on October 25 at 6:00pm. $20/pp cash bar. October 4 th will be his
last day. Congratulations to Commanders Szos and Husak on their 25 th Anniversary with
the Department.
C. Chairman Viehman reminded the Board of the Illinois Fire and Police Commissioners
Association Fall Seminar which will be held in Itasca on November I't, 2,d and 3d
Please let Chairman Viehman know if anyone is interested in attending.
D. Chairman Viehman noted that the Village received a subpoena from the Illinois Attorney
General for information on the Boards recruiting, written testing process, etc. This was a
result of a class action lawsuit against a for profit educational company. The information
was provided to the Village for response.

E. The Firefighter of the Year sponsored by the Rotary will be named at the October 71h
Village Board Meeting.
F. Chairman Viehman asked for our thoughts and prayers for Commissioner Loeb. He is
not doing well.
COMMISSIONER'S REPORTS:
A. Commissioner Karge attended the Fire Department Open House and noted that the event
was well attended and the crowd was very enthusiastic. He was very pleased with the
available parking for the senior citizens.
CHIEF AND TRUSTEE REPORTS
POLICE DEPARTMENT
A. Chief Casstevens reported one officer is back to full duty with MEG.
B. Chief Casstevens noted that a Buffalo Grove police officer will be assigned to
the Homeland ICE Drug and Gang Unit. It will be a 2-3 year position.
Staffing will be reassigned to accommodate the vacancy.
C. COPS Magazine will publish an article about females in law enforcement and
female officers from Buffalo Grove will be interviewed.
FIRE DEPARTMENT
A. Chief Vavra reported that three FF/PM are off on medical.
B. Chief Vavra reported that 1200 hot dogs were served at the Open House and
estimated between 2000-2500 visitors attended the event. It was a very
successful event and he noted that at least 35 families registered their children
with ID's. This registration was sponsored by Liberty Mutual.
C. BC Weiser retired and was walked out on September 3oth. He will work for
the village part time on IMA work.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Rules and Regulations Review: Chairmen Viehman received a recommendation from
Staff as to Police Sergeant grading. These percentages were reviewed and there were no
objections to the changes. Section 5 —Promotional Performance was reviewed. The
Board of Fire and Police Commissioners Act specifically provides that promotional
appointments are not to be on a probationary basis. Discussion occurred on this topic and
all commissioners agreed to make the changes discussed to the Rules and Regulations
Draft.
B. Planning for 2014 Testing: The number of questions by category has been recommended
by Police Staff Management and questions related to local rules, regulations and laws
should have the most questions. The testing group still needs to be selected. Chief
Casstevens and staff have reviewed the tentative testing dates and have no conflicts.
Chairman Viehman will meet with Chief Casstevens to review testing options. The
FF/PM testing is in the spring and Chairman Viehman asked Mr. Malinowski to check
room availability with BG High School. Chief Vavra will review the NIPSTA schedule

Fire Department promotional and hiring—status review: Chief Vavra provided a status
update of the eligible fire candidates. Candidates 1, 2 and 3 have been hired. Candidates 4,
5, and 6 are taking a pass at this time. Candidate 7 failed the oral interview. Candidate 8
was contacted and we are waiting for a decision as he was in the process and strongly
recommended prior to stopping the hiring process a year ago. Candidate 9 has not been
contacted.
NEW BUSINESS:
There was no new business to discuss.
ADJOURNMENT:
A motion was made by Commissioner Lukatsky, seconded by Commissioner Karge, to adjourn
the meeting at 8:10 p.m. The motion was approved by voice vote.
