Board of Fire and Police Commissioners
Minutes of Regular Meeting December 3, 2013
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:01 p.m. by Chairman Viehman in the Chief s Conference Room of the
Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll and noted for the record
that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Rubin,
Kahn, and Dibbern. Also in attendance were Police Chief Casstevens, Fire Chief Vavra, HR Director
Malinowski and Trustee Liaison Trilling.
APPROVAL OF MINUTES:
A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of November
5, 2013, seconded by Commissioner Karge. Commissioners Karge, Rubin, Dibbern and Viehman voted
in favor of the motion. Commissioner Kahn abstained. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman extended on behalf of the Board a welcome to newly appointed Commissioner
Bruce Kahn, who renews his volunteer effort to the Village.
B. Chairman Viehman welcomed Deputy Fire Chief Mike Baker. DFC Baker has over 35 years of
experience, including 27 years with the Elgin Fire Department where he retired as assistant chief and
will likely be working with our Board on the hiring and promotional processes.
C. Chairman Viehman offered congratulations to the Police Department for recently completing the
CALEA assessment of department practices and functions. This is a peer process to demonstrate the
outstanding quality and practices of the department. He thanked the department on taking on this huge
task with a special thanks to Commander Mike Szos as the coordinator of the process.
D. Chairman Viehman reported that at the last Village Board meeting, Chief Vavra announced to the board
that the department has received more than $16,000 in memorial contributions, including $10,000 from
the Joint Commission in honor of Jerod Loeb. The donations were used to purchase 5 tablets to be used
by ambulance personnel to complete the reporting process during delivery while not giving up attention
to consumer care.
E. Chairman Viehman reported that a collective bargaining agreement between the Village and Buffalo
Grove Police Patrol Officer Chapter 4672 has been ratified by the Village Board and is in effect through
12/31/14. Two primary elements that impact our activity appear to be 1) that Rules revisions are to be
presented to the union for review prior to implementation, and 2)that a grievance process with
arbitration is established that likely would avoid the hearing process established in the BFPC Rules
(similar to the Fire Department).
COMMISSIONER'S REPORTS:
A. Commission Karge congratulated Chief Casstevens on the article in the COPS magazine highlighting
women in law enforcement.

CHIEF AND TRUSTEE REPORTS
POLICE DEPARTMENT
A. Chief Casstevens noted that the COPS article was a great article highlighting women in law
enforcement and Buffalo Grove has the highest% of female officers to total officers in the
state. It is a great reflection on those officers and the department.
B. Chief Casstevens reported that the police and fire departments worked together to collect
donations to help first responders whose homes in the Pekin area that were destroyed in the
recent tornados. They collected over $9,000 in gift cards and sent a truckload of items to the
1st responders. A 10 minute video was made and will be put on the village website. He
offered congratulations to all those who helped.
FIRE DEPARTMENT
A. Chief Vavra noted that the 1st responder to I"responder drive to help those 1st responders
affected by the recent tornados downstate was amazing. It was very successful and special
thanks to Roy Bethge, Mike Rodriguez and Lisa who did a great job in pulling this together.
Letters of thank you were received by the departments thanking them for their generosity.
B. Chief Vavra reported two firefighters are off on medical with recent surgeries.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Chairman Viehman reported he is in the process of updating the advertisement for FF/PM and the job
description has been reviewed and is current. The critical dates for entry level and testing guidelines for
the FF/PM testing were reviewed. A minimum of 10 and a maximum of 30 preference points must be
offered(not including 5 min preference points for veterans). The following preference points were
discussed: 5- one year of active military duty with honorable discharge; 2.5 points for certification by
the Office of the Illinois State Fire Marshall as a Basic Operations Firefighter(FFII), with an additional
2.5 points with certification as an Advanced Firefighter Technician (FFIII); 2.5 - Associate Degree in
Fire Service or Emergency Medical Service, or Bachelor's Degree; 2.5 —EMT-P licensed by the Illinois
Department of Health. Please review the guidelines and send any comments to Chairman Viehman.
B. Chairman Viehman reviewed the need for the ADA form in the application process.
C. Chairman Viehman and Mr. Malinowski will review the application to be sure only essential
information is asked.
D. Chairman Viehman reviewed the Police Sergeant notification of testing, guidelines and materials for
2014. One noted change will be that the command staff rating will replace the PPR.
E. Status of Rules and Regulations: Chairman Viehman met with Mr. Malinowski and Mr. Raysa to
review the R/R. It was an exceptionally good meeting. The municipal code will need to be adjusted to
be in compliance with the statutes. The goal is to have the R/R approved prior to Fire Department
testing begins. The revised set of Rules will need to be adopted by the Village Board.
NEW BUSINESS:
A. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to approve the 2014
Firefighter/Paramedic Entry-Level Testing Dates. Commissioners Karge, Kahn, Rubin, Dibbern, and
Viehman voted in favor of the motion. The motion passed.
B. A motion was made by Commissioner Kahn, seconded by Commissioner Karge, to approve the Police
Sergeant Notification Letter and Police Sergeant Promotional Testing Dates as submitted.

Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion
passed.
C. Potential Police Lieutenant Process: Chief Casstevens announced the newly created Police position of
Lieutenant. Each patrol watch will have a Lieutenant position. An eligibility list will be established in
2014. The process will be similar to the Sergeant process except there will not be an assessment
element. This will allow the Sergeants to be on the streets more often. The corporal rank will be
eliminated. Candidates for the Lieutenant positions will be Sergeants who are off probation. Once the
Lieutenants have been selected, three officers will be promoted to Sergeants off the current list. The
vacant officer positions will not be replaced. The Rules and Regulations will need to be updated to
reflect this addition.
D. Chairman Viehman asked the Commissioners to review the FF/PM materials for discussion at the
January Meeting.
ADJOURNMENT:
A motion was made by Commissioner Rubin, seconded by Commissioner Kahn, to adjourn the meeting at 7:55
p.m. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion
passed.
